Cultivated land resource are not only basic elements of overall grain production capability, but also a handicap to the development of China's potential productivity during the high speed economic development. However, the double-increase development of economy and cultivated land conversion is fundamentally influencing the land-resource management,food security,economic and social sustainable development in China. It make the significant sense that comprehensive productivity accounting of cultivated land is an important ways to deepen the management of quality and quantity of Cultivated land resource.As one of the most important food production base, Tangshan is in the high economic region. In this paper, different levels of agricultural production and accounting model was established on the basis of drawing in research of cultivated land classification and socio-economic development statistics supplemented by survey data. The paper analyzes the dynamic change of cultivated land comprehensive productivity in recent 20 years in Tangshan, calculate the loss of agricultural land as well as its throughput caused by cultivated land conversion by using the statistical analysis and the spatial analysis from 1993 to 2003. Finally through choosing the proper economic indexes and using the method of Spatial Autocorrelation Analysis of Geoda, the paper discusses the spatial coupling relationship analyses of the integrated productive capacity and economics in Tangshan. The results showed:(1) Based on the results of agricultural land classification, different levels of arable land comprehensive production capacity of the accounting models were established in factor index zones of Hebei. It shows that the situation and the distribution of Yanshan plain was the key area to agricultural land protection.(2) Over the past 20 years in Tangshan City, the cultivated land area decreased year by year while the total grain output in the year is between increasing and dropping, and has some fluctuation. There are 7 years that the rate of area contribution is higher than the yield contribution, accounting for 35 percent, and 13 years that contribution to yield higher than the rate of area contribution, accounting for 65 percent. Because in Tangshan City, a substantial increase in material science and technology input lead to the sustained growth in grain production, to a certain extent, it eased the reduction of grain output caused by the reduction of area of arable land .considering in different time, a slow growth in grain production was found, and it is not potential to increase the level of potential yield by raising the investment .land takes the main constraint for the food production.(3) Based on the multi-season, multi-band remote sensing data, the maps about the urban land expansion distribution in Tangshan by interpreting Landsat Thematic Mapper (TM) imagery of 1993 and 2003 were acquired with the aid of the technology of RS and GIS. The main cause of the loss of arable land was the town sprawl; the cultivated land with high productivity and favorable facilities in the suburbs were decreasing much faster; The extending urban construction has invaded about 14271.84hm2arable land in the past 10 years ,which causes 214 thousand tons of the loss of the theoretical productivity capacity , 143 thousand tons accessible productivity. Farmland classification and throughput calculation can be used to evaluate the productivity and provide guarantee for farmland conservation.(4) Chosen southern plain as an example,using the method of Spatial Autocorrelation Analysis of Geoda,UsingMoran index, spatial autocorrelation analysis shows:There are clear globe postitive spatial autocorrelations of cultivated land productivity and economy,that is to say, counties of similar charcteristics centraliza in space notablely. Because 79% out of HH type counties of GDP per capita distribute into 63 HH type counties of accessable productivity, while net income per capita of country inhabitants,63%.61% out of LL type counties of farming production value per unit of cultivated land distribute into 62 HH type counties of accessable productivity That means there are marked spatial coupling relationships between accessable productivity and net income per capita of country inhabitants,between current productivity and farming production value per unit of cultivated land.
