Cultivated land is not only the important natural resource for human being, but also essential to ensure national food security, social stability and development. In recent years, because of the rapid economic development, the demand of construction land increases fastly, and the chief source of flow construction land was from the encroachment of cultivated land, most of which are the cultivated land with good quality. As a result, the protection of cultivated land has caused widespread concern in the community, balance between the encroachment&reclamation of cultivated land is a land proction policy which was wide used in recent years.As the core area of Hubei economic, social and cultural development, Wuhan metropolitan area is facing the problem that the contradiction between people and land is becoming more and more serious. As a reslut, how to protect the cultivated land, putting the balance between the encroachment&reclamation of cultivated land into practice is a issue which worths study. On the basic of forecasting results of cultivated land supply and demand from2010-2030in Wuhan metropolitan area, this thesis formulates a system for the balance between the encroachment&reclamation of cultivated land in Wuhan metropolitan area by the integrated using of agricultural land grading results, comparative advantage of land use, cultivated benefits evaluation and the compensation mechanism. This thesis is divided into6chapters, the contents are as follows:Chapter1:Introduction. I expound the background, purpose, methods, technical route and the research status of the thesis, give a review of the literature and present some possible creation as well.Chapter2:Study of basic theoretical issues. I give reviews to the basic theoretical issues, incluing the theory of cultivated land scare, the theory of cultivated land value, theory of comparative advantage, theory of optimal allocation of resources and the theory of sustainable development.Chapter3:Study on the situation of cultivated land in Wuhan metropolitan area. I analyses the situation of cultivated land from three aspects which are the quantity, quality, and cultivated benefits.Chapter4:The forecasting of supply and demand on the cultivated land of Wuhan metropolitan area in future20years. I forecast the gap and surplus of cultivated land in each city of Wuhan metropolitan area by the comprehensive use of mathematical model (including regression analysis, the grey system model and so on) andbanch prediction method. Chapter5:Construction of the balance system between the encroachment&reclamation of cultivated land. Firstly, I give a conversion on the gap and surplus of cultivated land using the agricultural land grading results, and then, analyzing the rationality of encroacher and reclamater using the theory of comparative advantage, after that, I get the conclusion that the balance between the encroachment&reclamation across the region of cultivated land is needed, according to the result of cultivated benefits evaluation,the project for balance between the encroachment&reclamation across the region of cultivated land has been put forward, at last,I set up the compensation mechanism of the balance between the encroachment&reclamation for cultivated land in Wuhan metropolitan area.Chapter6:Conclusion and suggestions. I give some relevant policy suggestions on the basic of the analysis on conclusions, besides that, the possiable deficiency exists in this thesis and future prospects are discussed.
