Rural collective economy is always a key issue in the process of rural economy development,which is worth exploring further.This study systematically analyzed the current situation and bottleneck of rural collective economy in Ningxia Province from the angle of development,based on the baseline survey of 80 administrative villages,and put forward the general frame,besides elaborating one by one.Meanwhile,facing the different administrative villages,personalized implementation plan was specifically designed to guide the development of rural collective economy in the west of China,which could be used as precious experience in practice.The main conclusion is as follows:1.The current situation of rural collective economy in Ningxia Province was stated:the rapid development of new business entity,low economic income of collective economy,distemperedness of organizations and low utilization efficiency of collective resources.2.Four bottleneck problems of rural collective economy in Ningxia Province were raised,which were the lack of endogenous power,development funds,leading role of competitive industries and suitable development patterns.3."Four-in-one" thinking framework of economy development and optimizing development path were put forward,based on the bottleneck problems,to promote the rural collective economy.4.Individuation guidelines designed in the unit of administrative village,including basic conditions,thought of development,programe selection,mission objective and supporting measure,were designed to offer suitable general planning to rural collective economy development,and satisfy the plenty of demand for implementing the strategy according to villages.5.The common issues during the process of implementing planning mainly include neglect of the leading group,tardiness of organization construction,awareness of the village cadres and lack of corresponding incentive mechanism.6.The achievements of the study further demonstrated the feasibility and operability of the development ideas,which could promote the collective economy of west area. |
