Empirical Research On Production Efficiency Of Country Owned Monopoly Industries

Expanding the scale of production can be formed the scale effect, some industry that must be under the state administrative monopoly can expand the scale of production and the formation of effective supply. The scale of the development of inadequate, ineffective supervision departments, law enforcement is not in place are making the low production efficiency of monopoly industries, while minority areas and underdeveloped areas is more obvious.In this paper, taking the coal industry in Ningxia Province as an example, using data envelopment analysis as a tool, and the TFP in Ningxia coal industry can be determined as the desired production efficiency. Compared with other regions of the country, the Ningxia area’s the production efficiency of the coal industry and other parts is a large gap. During the recent9years in various parts of capital, human resources, scale efficiency growth, the Ningxia area scale of production is too small to be unable to form a scale effect, which is the production of other parts of the country and efficiency reasons of the big gap. The coal industry in Ningxia area in order to improve the scale effect, so it started to reduce the free competition, and the pure technical efficiency decreased; the observation period in the last few years the scale effect can improve the production efficiency and the gap with other area decreases rapidly; the utilization efficiency of resources in the steady state also increases.The two stage DEA-Tobit analytical method can determine how various exogenous factors influence the production efficiency of the coal industry. The study found:the price of coal, waste utilization, the progress of science and technology of production efficiency has a positive effect; GDP per capita has a positive effect on pure technical efficiency, but was negatively correlated with the scale efficiency; freight turnover quantity and production efficiency of road there is negative correlation—but it is very small. Comprehensive conclusions, this paper puts forward some suggestions on how to improve. the production efficiency of the coal industry.
