To achieve the goal of carbon peaking and carbon neutrality,energy efficiency needs to be effectively improved.At present,China’s industrialization and urbanization have not been fully completed,and energy consumption will still maintain a growth trend.However,the production and consumption structure of coal based energy cannot be rapidly transformed.Therefore,it is necessary to effectively improve energy efficiency and reduce carbon emissions to promote high-quality development.As the cornerstone of the real economy,manufacturing and productive services have gradually become the development trend in the dynamic evolution of industrial agglomeration under the background of collaborative development strategy.This is crucial for optimizing China’s industrial layout,promoting structural upgrading,and promoting sustained economic growth.Therefore,exploring the relationship between industrial collaborative agglomeration and energy efficiency is of great significance for China’s low-carbon and green development path.Based on the panel data of 274 cities at prefecture level and above in China from2007 to 2018,this paper calculates the industrial synergy agglomeration index based on the number of employees in producer services and manufacturing industries,and systematically identifies the causal relationship between the synergy agglomeration between the two industries and energy use efficiency and its impact mechanism.(1)It is found from the benchmark regression results that the manufacturing industry synergy agglomeration index of producer services can significantly improve the regional energy utilization efficiency.Every 1% increase in the industrial synergy agglomeration index will increase the energy utilization efficiency by 0.184%.The above conclusions are still valid after replacing the explanatory variables,explanatory variables,removing the interference of energy policies and taking into account the endogenous problems.(2)The heterogeneity regression results indicate that at the regional level,the synergistic agglomeration of the two industries in economically developed regions has a greater effect on improving energy utilization efficiency,manifested as the eastern region being better than the central and western regions,the old industrial bases being better than non old industrial bases,and cities with large population sizes being better than small cities.At the industry level,compared to the low-end productive service industry,the collaborative agglomeration of high-end productive service industry manufacturing has a greater impact on improving energy utilization efficiency.Due to the high technological content and added value of high-end productive service industry,it is more conducive to strengthening the knowledge spillover effect generated by industrial collaborative agglomeration.(3)Through intermediate mechanism testing,it can be concluded that the collaborative agglomeration of productive service industries and manufacturing industries affects regional energy utilization efficiency by promoting regional industrial structure upgrading and promoting production technology progress.(4)The spatial measurement results show that the collaborative agglomeration of productive services and manufacturing industries can not only have a positive impact on the energy utilization efficiency of the region,but also improve the energy utilization efficiency of adjacent regions.Therefore,actively promoting the collaborative agglomeration of regional productive service industries and manufacturing industries is of great significance for China to improve energy utilization efficiency,reduce carbon emissions,and achieve the "dual carbon" goal.Regional planning should be coordinated,taking into account the actual development situation of the region,actively promoting the collaborative agglomeration of productive service industries and manufacturing industries,and constructing a good pattern of benign interaction and collaborative development of enterprises.At the same time,targeted regional industrial policies should be formulated to promote industrial integration between cities in the eastern and central western regions,optimize industrial layout,accelerate the revitalization of old industrial bases,and build a sound market environment to promote the specialization and high-end development of productive service industries.
