Under the severe background of shortage of water, how to improve the managementefficiency of China’s farmland water conservancy, not only is the key of improving theagricultural water using efficiency, but also the fundamentality of sustainability forirrigation and water conservancy infrastructure, and guarantee food security. Since2014No.1Document by the Central Committe of the CPC focus on strengthening waterconservancy construction, improving farmer participatory irrigation management modelvigorously, most regions have responsed and increased investment in water conservancyconstruction actively. Due to the differences of economic and geographical, eventhough themanagement efficiency of has been improved, but there still expose puzzledoms about theweakening of irrigation and water conservancy infrastructure and the decreasing ofmanagement efficiency after serious and frequent floods and droughts. So in order toimprove irrigating efficiency, to find the way of farmland water conservancy sustainatalyand guarantee food security, based on the small irrigation and water conservancy facilities,the paper analysis the difference of management efficiency of farmland waterconservancy in different conditions of economic and geographical, find out effectivemanagement mode to fit regional economic and geography.The thesis summarizes domestic and overseas research findings about farmland waterconservancy management completely and systematically. Applying data envelopmentanalysis and the spatial econometric model, it research the national31provinces’smanagement efficiency and space differences of farmland water conservancy in theempirical analysis. First, the paper designs the management efficiency level from differentdistricts in the theoretical and empirical analysis by constructing a DEA model ofmeasuring management efficiency of farmland water conservancy; Then, from both theoryand practice to reaserch the spatial differences of management efficiency, the thesis findthe spatial spillover benefit is obvious in management efficiency of farmland waterconservancy; Finally, it build the spatial econometric model from the angle of geographicalenvironment and natural disasters, investment structure and economic conditions, projectscale and benefit, human capital and management ability, the space factors, disclosing theinternal mechanism of farmland water conservancy management efficiency, and bringsforward the concerned Policy inspire.The innovation point in this thesis is that: Applying the methods of theoretical and empirical analysis, qualitative and quantitative analysis to study management efficiency,efficiency changes and spatial change trend of China’s farmland water conservancy. Withgeographical spatial effects perspective, the thesis further studie the spatial difference andthe main reason of farmland water conservancy management efficiency, disclosing theinternal mechanism of farmland water conservancy management efficiency.
