A Study On The Coordinated Development Of Regional From The Perspective Of Public Management

Coordinated development not only is the objective need of regional balanced development, but also is a necessary requirement to create a new economic growth pole, it is the only roads in creating upgraded version of Chinese economic. The coordinated development of Beijing-Tianjin-Hebei is brought into sharp focus by its important strategic position and the immense difficulties of coordinated development. This paper draw the following conclusions according to the barriers of regional coordinated development:in order to realize the regional coordinated development we should properly handle the relationship between government and market, and this paper integrate the existing relevant theory according to the mechanism of action, construct the theoretical framework to deal with the relationship between government and market. The paper surveys the practice by theory and identifies the root causes of a gap between the reflection of theory and practice, achieving the dual effect of the theory and practice. This paper examines the history of the development of Beijing-Tianjin-Hebei, and points out that the theory of the relationship between government and market has strong explanatory power for it. This paper reviews the development of Beijing-Tianjin-Hebei when they begin Implement the strategy of collaborative development according to the related theory, and find that the deviation of theory and practice situation still exists.According to different instances, this paper believes that the main reason for thedeviation of theory and practice lies in two points. One is the simple understanding to theory, under the action of the habit of thinking, the relationship between the government and the market did not straighten out fairly; the two is the reality is more complex than the theoretical assumptions, especially the regional coordinated development is an art of balance, this balance is at the expense of economic efficiency sometimes. Therefore, the government can not act completely in accordance with economic laws, it should realize that the coordinated development of regional should allow the market play a role in the allocation of resources in the top-level design framework which designed by government.. Beside, the paper deepened the understanding to the theory based on the practice, and put forward the new dimensions of Intergovernmental relations, and realize a new intergovernmental relations subject--"big government".
