With the deepening of reform and opening up, China obtain a sustained and rapiddevelopment in economic and social development, people’s material life has beengreatly improved. According to the hierarchy of needs theory shows that people’sneeds are escalating, after the material realm are met, people will inevitably generatedemand for the spiritual realm. As an important part of public culture-Public Library,with its natural pure public goods, such as non-exclusive, non-competitive andindivisibility characteristics, so it is necessary for public finacial to intervene in suchfield to resolve the market failure. In recently the finance expenditures in publiclibraries exist some problems such as small scale, geographical gap significantly,capital efficiency is unknown, prone to rent-seeking and corruption in an objectivephenomenon. As a further fiscal reform, fiscal expenditure for performance evaluationhas become a measure of financial efficiency in the use of funds objective andimpartial way. For fiscal expenditure in the public library expenditure subprojects, thesame approach should be adopted to measure the performance evaluation, andestablish scientific performance evaluation system for the next step to improve publiclibraries play a role.In this paper, it measured from the point of view of fiscal expenditure into thepublic domain library generated effects were evaluated by31provinces andautonomous regions of China’s2011annual public library expenditure performance,results rankings, analyze the causes of differences, and make relevant policyrecommendations. The thesis is divided into six chapters: The first chapter is anintroduction. This section introduces the background and significance of this paper.Followed by a literature review, research status at home and abroad by analyzing therelevant aspects of research to find the starting point and the direction of this article.The second chapter is a public library expenditure performance evaluation of relatedconcepts and theory, analysis of the relevant concepts and analyze financialinvestment theory of public libraries. Chapter III is describe the status of Public Library expenditures. Firstly, the status quo of China’s fiscal expenditure of publiclibraries,secondly point out the deficiency. The fourth chapter is set the performanceindicators of expenditures of public library and select the methods. First, according tothe set standard indicators to determine the performance of the index system ofspending public library evaluation, and analysis the methods,of performanceevaluation,then select factor analysis as a research method. Chapter V is detailedanalysis of China’s31provinces and autonomous regions (excluding Hong Kong,Macao and Taiwan)2011annual financial expenditure performance evaluation ofpublic libraries.Use the factor analysis of the relevant indicators for analysis, thenconclusion that the composite score for each factor and ranked.Chapter Six isconclusions and policy recommendations. based in part of the fifth chapter draw theconclusions of the current fiscal Public Library expenditure performance levelsrelated Comment, make relevant policy recommendations on this basis, in order tofurther improve the financial system to provide public cultural spending ideas.
