Government expenditure on health is an important part of social public service, it has vital function in the improvement of the social health environment, and the improvement of medical and health services, and also the increase of the national health quality.It plays an important role in the process of promoting economic growth and social harmonious development. Since reform and opening up,with the development of economy, health get more and more attention of people. Compared with the national growing health demand, the health development of our country still exists many shortcomings. The SARS crisis in2003and the latest the outbreak of bird flu and even the frequently food hygiene security incidents and the like public health problem has attracted attention to public health, puts forward new requirements for the development of public health.This article first from the point of view of the Government expenditure on health’s scale and structure, equity and efficiency, use the relevant statistical data, analyze the present situation of our country’s government expenditure on health and point out the existing problems. In recent years, government health has made a certain development in our country, but at a slow pace. The size of governmerit expenditure on health, the overall level of a direct impact on government health development; Not a sound government health financing structure and the distribution structure, which has influenced the fairness of government expenditure on health and the utilization efficiency of health resources, reduces the residents health benefits;Secondly; because of the growth trend of our country government expenditure on health is similar with the economic development of our country. So carry out qualitative analysis of the government expenditure on health’s total size, structure and the relationship between economic growth.Government expenditure on health in improving the social health care environment and at the same time has important significance to promote economic growth. The pure public goods and quasi-public goods that provid by the government expenditure on health have strong positive externalities, can promote economic growth; Government expenditure on health promote the improvement of the medical and health services, and then improve the health status of residents, improve the human capital status of the workers, so as to promote economic growth.Once again, in this paper, on the basis of previous studies, use the government expenditure on health as a variable separately, introducing the generalized Cobb-Douglas productive function, using the data from1978to2012, to the empirical analysis of Economic growth effect of the government expenditure on health. Research suggests that our country public health expenditure can promote economic growth.Finally, according to the results of empirical research, and combining with the analysis of the current situation of the development of our country health enterprise, this paper presents a increase investment in government health, improve the health financing system, and to adjust health expenditure structure and establishing and perfecting the transfer payment system of health policy recommendations, make the residents enjoy a balanced effective medical and health services and better promote the growth of social economy.
