An Research On The Effect Of Financial Operation Of Country-level Economic Development In Shucheng

It has unique advantages with its geographical location, convenient transportation and advantageous agricultural base. It is also abundant in tourism resource and manual labor. Haven been included in Wanjiang city group, it gained an exceptional potential. Within the frame of Keynes’s multiplier theory of fiscal policy, This dissertation takes the finance of Shucheng County as a tool in government’s adjusting the economy. Also, it takes as its key point the positive effect of the government’s financial policies on the economy of the county. The performance of Shucheng in the county finance and the impact on economic development as the basis for analysis, put forward a series of problems in the financial operation in Shucheng county. For example,total fiscal revenue is low, growth is not balanced,economic growth to fiscal contribution ability weak,financial self-sufficiency ability,financial expenditure with "land finance" color and the expenditure structure is unreasonable. At the same time, it carry on the thorough analysis of the problems from,the government’s blind pursuit of GDP, the financial system,the industrial structure of the tax system is not reasonable and the "land finance" reasons. it reveals the various causes of problems.Through the analysis of the reasons, this article believes that, the local government is an important force in conducting fiscal policy, promoting economic growth, and the effective operation of the county finance is an important guarantee for the sustained and healthy development of county economy. Countries should attach great importance to the development of county economy, and gradually improve the tax sharing fiscal system, balance of central and local financial authority and powers, to increase local economic support, launched the practical and feasible support policy, the local government financial authority and powers are unified. As one of the local government,Shucheng County should conscientiously implement the state’s fiscal policy, actively organize the county fiscal revenue to develop the county’s economic, improve the financial system environment, optimize the industrial structure and the structure of the government expenditure, increase the ecological environment construction and transportation construction investment, and gradually improve the infrastructure construction.
