Study Of Rural Social Assistance System In Lu’an City

In this context, this paper mainly as follows:(1) the use of theoretical analysis, describes the meaning of civil rights and rural social assistance theory, theory of State responsibility, social equity theory, theory of social solidarity, for the study of rural social assistance provides a theoretical basis.(2) the use of comparative analysis, in developed countries, as the representative of the United States, the United Kingdom and in developing countries, India, Brazil, represented by summarizing the rural social relief measures on the basis of the rural community and the various modes of relief similarities and differences were compared on the basis of the analysis of the beneficial enlightenment to our country and abroad can learn from social assistance measures for rural areas, while advanced typical urban rural social relief measures on behalf of the country, cited Jiang su and Shanghai cities typical measures, we hope to bring social assistance Lu’an reference value.(3) the use of qualitative and quantitative methods, Lu’an City, Anhui Province as an example, analyzes the status of the construction of rural social assistance Lu’an, analyzes China’s current rural social assistance and the reasons for the problems, studies show that rural society Lu’an the presence of aid relief work management system is not perfect, the lack of scientific aid access mechanism and reimbursement systems, inadequate compensation standard low-relief funds and narrow coverage, grassroots organizations understaffed, low pay and heavy workload, different levels of regional aid agencies and relief differences large, the lack of a sound legal to do security. In the survey of rural five guarantees system, using interviews to collect data, depending on how much the beneficiaries are to measure the number of beds in rural five guarantees are in place. For these problems, the rural social relief assistance to rationalize the management system and operational mechanism, expand relief channels, establish and improve the relief funds guarantee mechanism, strengthen the legal construction of rural social assistance and other factors are the key factors affecting the country’s rural social relief.
