Considering the urgency of the environment issue and efficiency of energyutilization,China is changing its energy consumption structure which is mainlydominated by coal while auxiliary by the other energy mineral resource.While naturalgas is expanding its consumption receiver as a kind of clean and efficient energy, andit causes a extending gap of supply and demand. China is rich in coalresource,developing Coal-based Synthetic Natural Gas (SNG) is an important way tosolve the problem of gas supply. It still exists some problems such as economicalefficiency, gas line network,environmental issue and domestic overall planning ofmultiple gas source in its developing. These problems affect and restrict thedevelopment of SNG in different degrees.This paper uses the analytic hierarchy process (AHP). Firstly after comparingand analysis conventional fossil energy (oil, coal and natural gas) industry and cometo a conclusion that natural gas has strong competitiveness to oil and coal.Natural gasshall occupy a sharply rising proportion of energy consumption structure in thefuture.Secondly, considering development situation and issues of China’s coal gascombined with China’s energy supply and demand situation and the trend of researchresults and then rating domestic air source (conventional gas, shale gas, coal-bed gasand coal gas) industry, analysing China’s coal gas industry competitiveness in thedomestic gas source industry. It is concluded that concluded that coal gas has a bettercompetitiveness, second only to the conventional gas,higher than the competitivenessof the shale gas and coal-bed methane.Finally analysis the capacity and the layout ofindustry in the future.Considering domestic gas source supply and demand and capacity utilization inthe future. It is suggested that domestic coal gas capacity should control in800-100billion cubic meters to2020. the scale of production capacity can be either have agood complement natural gas supply, ease the tight supply, and can avoid excessiveexpansion of capacity in industry risk.Considering the coal resources, water resources, natural gas consumption andpollutant emissions and other factors. The planning of the coal gas in the future, encouraging Sinkiang and Inner Mongolia to develop SNG, moderate development inShanxi and Shaanxi, and a small amount in Anhui.Sichuan,Yunnan and Guizhou canbe potential areas for the future development of coal gas, the rest region is not suitablefor developing SNG.
