The Exploratory Study Of Land-requisitioned Farmers On Urbanization Perspective, Taking Xinzhou District In Wuhan For Investigation Sample

Urbanization is the necessary way to get modernization, it along with industrialization which are two big engine of modernization. With Chinese economy overtook Japan, China has become the world’s second largest economy and Chinese economic and social development entered a new historical stage. The level of industrialization is increased significantly, manufacturing industries increased a lot and the urbanization rate has greatly increased. In2013, Chinese urbanization rate had reached53.7%. During the accelerating of urbanization it has produced a large number of landless peasants. This study is basic on the land-requisitioned farmers’survival and development at Xinzhou district of Wuhan. To ensure during the process of national requisition land in the urbanization, the rights to the contracted management of rural land mutual that people per capita contracted land under0.3mu (0.3acres) are belong to landless peasants.Research indicates that the land ownership of landless farmers in is unclear, they were lack of social security and difficult to find job. So the survival and development has the following features:firstly the government tax revenue is insufficient and just rely on the land to create revenue; secondly the land compensation prices low, have no unified standard; the land requisitioned farmer have lower education level, it’s negative for the development; what’s more the farmers are lack of professional skills training desire is not strong and so on. lastly the narrow scope of social security coverage, the standard is not high and so on.On this basis, there have some suggestions:firstly, is to reform the system of financial and tax layered. Secondly, clear the ownership of the rural land, on the premise of the collective land, giving farmers the land use right, the right of transfer and the right of remuneration, disposition, lease and mortgage, etc. Thirdly, improve the social security mechanism to protect the interests of landless peasants; Adhere to the "progressive" principle, and gradually to landless peasants’ social security system in the urban social security system. Moreover, is to explore the employment business support system. Establish employment system suited to the similar characteristics of the land-requisitioned farmers. Encourage land-requisition farmers’ self-employment and open social promotion channels. Lastly is to implement the government responsibility. Highlight the two big responsibilities of government’s administrative management and financing. Focus on solving the problem of the land-requisitioned farmers’ survival and development and to ensure the farmers’biggest rights.
