At the same time, a large amount of farmland A large amount of farmland was imposed by government and turned into urban construction land, large number of landless peasants were produced.but, the current land management law and requisition system lineage the method of the planned economy era. Now market economy developments greatly, it’s inadaptability highlightd. Main show is ignoring Landless peasants’legitimate rights, results in contradiction was intensified in the process of land requisition, affects the social stability and smooth and healthy development of social economy.so,studying and solving the problem about rights and interests of landless peasants in urbanization process security is helpful to construct a harmonious society and promote economic and social harmonious development.This dissertation selects chengdu experimentsite area as a whole, on the property rights theory, sustainable development theory, game theory and other theories as guide. Using specification empirical quantitative and qualitative analysis methods, through the department interviews and questionnaire survey based ont the history and reality in the review of the landless peasants’ rights and interests protection in urbanization. Analysing landless peasants in urbanization rights infringement from the macro and micro aspects. Analyzing the deep-seated reason of landless peasants rights infringement from the legal,institutional,system etc.On the basis analysis of the various stakeholders and draw lessons from foreign experience, build landless farmers’rights and interests safeguard mechanism framewor and put forward related suggestions.The main conclusions from this paper are as follows:(1) Cheng Du urbanization has goes through three steps:pre-urban and rural overall development, post-urban and rural overall development and new urbanization. In these three processes especially the first two, farmers’benefits are damaged to some degree. In the background of new urbanization, rights and interests of farmers was completely protected. Then rights and interests of landless peasants were considerated. Under the background of new urbanization,Cheng du carryed out the sustainable development strategy of "people foremost". Condition was improved. The current law of land property rights definition is not clear,land expropriation system is not perfect,compensation mechanism is unreasonable,the social security system is not sound, farmers’rights and interests violated still happened. Study shows that the landless farmers are "not satisfied".(2)During Cheng Du urbanization, farmers’rights are hindered by various factors. System and integrative factors are two biggest ones which separately account for 52.81% and 38.14% in total. Monitoring factor takes up 9.05%, which is also a important one can’t be neglected.(3) Land requisition interest-related parties strive for their own biggest benefits during the process of choosing strategies, which place farmers in a weak position. Only when farmers believe their rights are protected, will they agree the government to requisition their land. Government must adjust the related laws and regulations to safeguard the rights and interests of landless peasants.(4)Advanced countries pay special attention to human rights. So urbanization in our country should make great efforts in the following aspects:construct public service Ltd government, build and perfect the protection mechanism to farmers’ living condition, labor rights security mechanism, land and possession security mechanism, political rights security mechanism, land requisitioned farmers expression mechanism and land requisition monitoring mechanism.(5) Farmers’ rights and interests safeguard mechanism should be builded in the processing of urbanization.throw constructing public service-oriented governmen and adjusting the functions of the government and Increaseing govestment public services.Through protecting the rights and interests of landless peasants to safeguard peasants from losting the basic right to live.Through the labor rights and interests safeguard mechanism to protect the rights of the farmers’ employment. Through the land property rights and interests safeguard mechanism to protect farmers’ land ownership can fully the implementatio. Through the political rights and interests safeguard mechanism to protect the political participation of peasants and ordinary citizens equal rights.Through the landless farmers’ interest expression mechanism to protect the rights of farmers’ appeal and supervision. Through expropriation supervision mechanism to regulate the behavior of local land expropriation.There are three innovations of this dissertation. (1)This paper did a comparison analysis on land requisition history between domestic urbanization and foreign urbanization. It analyzed farmers’ rights during urbanization vertically and horizontally. It is new in analysis perspective.(2)This paper put forward "relative impact integrative degree" the first time as analysis and statistical methods to measure inhibiting factors quantitatively. It abandoned the current "hierarchy analysis method" which studies the scope of impact instead of depth of impact, and covers the true impact conditions. It also combines the Game Theory and Statistical measurement analysis methods to study interest-related parties’ behavior decision during land requisition. It is new in research method.(3) Integrate future benefit and current benefit during land requisition. It claimed that current benefit is sure to be important, but what’s more important is farmers’ future development such as employment and social security.
