Study On Improving Old Age Pension System For Land-requisitioned Farmers In Chongqing Jiangbei District

In accordance with the national development overall plan, with economic development of the Chongqing, Chongqing's urbanization rate dooms to be increasing, so Chongqing Jiangbei district accelerates process of urbanization which leads to more and more land-requisitioned farmers who are in vulnerable special groups between urban residents and farmers. More and more attention from society is focus on this group. An unprecedented increase in petition cases from land-requisitioned farmers overall country including Chongqing Jiangbei district in recent years has made governments notice that if they don't solve problems of land-requisitioned farmers, new difficulties for city construction would be triggered.Land-requisitioned farmers are existing in the cracks among people:no land for farming, no job and no assurance. Furthermore, aging problem compels government to give land-requisitioned farmers forward-looking considerations and institutional support. Dealing well with the old age pension of land-requisitioned farmers relates to the process of socialist harmonious society, as well as affecting urban or rural economic and social development. Therefore, it is necessary to establish a good old age pension insurance system for land-requisitioned farmers.This paper describes the method and idea for study and study focus overall firstly, then introduces Chongqing Jiangbei district's geographical location, condition of population, economic situation, land-requisitioned situation etc in short, then introduces existing system for land requisition briefly and old age pension system in Chongqing Jiangbei district in detail, then analyzing the disadvantages of the systems for old age pension and why disadvantages exist in detail, after that, gives positive analysis about the present system of old age pension of land-requisitioned farmers in Chongqing Jiangbei district based on market survey and combined with the circumstances of Jiangbei district by Excel office, calculating situation of people joining in old-pension in Chongqing Jiangbei district, then supporting suggestion for improving present system for land-requisitioned farmers in Chongqing jiangbei district based on political theory and practical experience about implementation of old-age pension in other countries, system implementation of old-age pension for urban residents and farmers, and typical system implementation of old-age pension for land-requisitioned farmers in other cities of China. At the end of the paper, putting forward suggestion for revising old-age pension for land-requisitioned farmers in Chongqing Jiangbei district for following areas, uniting urban and rural old age pension system, supporting public fair urban and rural old age pension system service; implementing government authority, enhancing propaganda of land-requisitioned farmers and guide efforts; realizing diversification of funding sources; implementing compensation system for requisitions, enhancing government subsidies; comminuting of business models, introducing competition system, strengthening operations and management of old age pension funds; improving relevant system of social security system; improving legal system, ensuring there are laws for the whole process for requisition and impalement for old age pension.
