In the21st century, energy shortages and climate change become a serious problem, as well as the impact of the financial crisis; the global economic landscape has changed dramatically. Demand for energy in Europe and other developed countries has slowed, in contrast, the economic growth in emerging economies becomes more quickly, which leads significantly increasing in energy needs. Since emerging economies adopted the economic reform and open, almost without exception, to attract foreign investment has become an important means of economic development in these countries. The number of foreign investment increased year by year. FDI increased rapidly and become an important means of emerging economies upgrading the industrial structure and the advancement of technology, the impact of FDI on energy efficiency is particularly important.This paper studies nine Asian emerging countries and regions:China, Hong Kong, India, Indonesia, Korea, Malaysia, the Philippines, Singapore and Thailand. Firstly, in order to measure the total factor energy efficiency in various countries and regions, this paper introduced super-efficiency DEA model. Secondly, based on the theory of FDI environment and energy efficiency, we systematically analyze the mechanism of FDI’s influence on energy efficiency from FDI technology effect, FDI scale effect and FDI structure effect. Then from the impact of FDI on the practical issues of energy efficiency, and by using statistical methods based on multi-layered theories we established models, in order to analyze different aspects of the relationship between FDI and energy efficiency in these economies from the overall and individual. Finally, combined with the economic characteristics of the emerging economies and developed countries have advanced and mature experience from developed countries, the government should do some adjustment about the FDI.The main conclusions of the paper are concluded as follows:(1) Hong Kong, South Korea and Singapore have high energy efficiency.(2) Technological progress promotes the energy efficiency of emerging countries and regions.(3) China, India and Indonesia in should focus on technical efficiency in the future.(4) The proposition of "FDI can enhance the energy efficiency" is preliminarily verified in emerging economies.(5) The structure effect and technology effect of FDI contribute the improvement of energy efficiency mostly.
