With the rapid development of China's economics,the exploration and utilization of coal,oil,thermal power and other traditional energy sources have already reached a peak.Energy has become a key factor restricting China's economic development.Since the Reform and Opening,China gradually formed three economic circles which are relatively concentrated in geographic and whose level of economic development are relatively close.The three economic circles are Bohai economic circle,the Yangtze River Delta economic circle and the Pearl River Delta economic circle.Among the three economic circles,with an intensive industry,Bohai economic circle has become China's third economic growth pole although it started late.As the three economic circles are the center and the main energy consumption of China's economic development,the study of the energy efficiency of the three major economic circles,particularly in emerging Bohai economic circle has important practical significance.In this paper,based on Super-efficiency DEA which contains undesirable outputs,we evaluate the energy efficiency of the three major economic circles from 2000 to 2012.The research object includes seven provinces,three cities and one region of the three major economic circles.Combined with the specific circumstances of the three major economic circles,Tobit regression model is used to analyze the factors which influence the energy efficiency through the economic,institutional,technological and geographical areas.We also explore the energy conservation,and emissions reduction potential.The main conclusions of this paper are as follows: There is a big difference of the energy efficiency between the three major economic circles.The energy efficiency of Bohai economic circle is much lower than the other two circles.The energy efficiency of the Pearl River Delta economic circle is the highest.Among the regions of Bohai economic circle,the energy efficiency of Shandong,Hebei,Shanxi and Inner Mongolia is the lowest.Tobit regression factors analysis shows that except the number of patent technology innovation has a negative influence to energy efficiency,all other factors as GDP,industrial structure and trade dependence as well as population density has a positive influence to the energy efficiency.In terms of energy conservation,the Bohai economic circle has the largest energy saving potential.Where,the energy saving potential of Shanxi,Shandong,Hebei and Inner Mongolia is the largest among Bohai Economic Rim,accounting for 87% of the total amount of the energy conservation.Based on the conclusions above and the analysis in this paper,several recommendations to increase industrial energy efficiency are proposed: accelerating the industrial restructuring of Bohai economic circle;accelerating the structural adjustment of energy and new energy development;improving the industrial structure adjustment of Bohai economic circle;depending on technological progress to promote economic growth and energy efficiency improvements.
