With the progress of urbanization and economic development to a certain stagein China, the rapid expansion of demand for land has been discovered at all levels ofgovernments. The Land-use planning as the basis of implementation of the nationalmacro-control policy, which is also guidance for local industrial development.Meanwhile, the Land-use planning is a basis of the protection of the farmland, thepromotion of the intensive use of land and the implementation of the land use control.Therefore, the Land-use planning attracts more and more attention from governmentsat all levels. However, due to the deepening of the economic development and the lessconsideration of expectations for future economic development and less involvementof the public, as well as the leadership performance concept of the government whenrevising the land planning, the Land-use planning is not satisfied with the needs of thelocal economic development and to some extent it has been a restrictive factor ofeconomic development. Once it becomes a restrictive factor, plus the defect of themanagement system of the Land-use planning; the local government tends to useadministrative means to intervene or adjust use plan frequently for the development ofthe economy. Therefore, these are the challenges of the involvement of themacro-control for the Land-use planning, which affects the coordinated andsustainable development of the national economy.For the factors above, the writer, as a national staff engaged in land use planning,as well as, a MPA student in China University of Geosciences for many years. AfterCareful preparation and reflection and studying large numbers of similar studiesabroad, based on part of statistics in Puyang city and the writer analyzed China’scurrent land use planning and problems during the implementation process accordingto comparative analysis and literature reference and so on. Based on analogy andanalysis of large amounts of data, the writer draws new ways to solve problems. Anew land management system at the core of land-use planning---Power Inversion.Due to China’s current land planning procedures and the unscientific data sources,itshould construct a new model of the land survey,; The current land planning has conflicted with other related planning, the government should promote comprehensiveimplementation of "multi-gauge one" based on the legislation. The current landmanagement system which is at the core of the land planning flexibility increases, theapproval authority for land resumption and the increasing land illegal behavior, isneeded to adjust. The writer advised the Power Inversion theory and used the Dayuconcept which aims to a win-win situation of implementation of state regulation ofland and local economic development.
