Study On The Reform Of Rural Land Ownership System Under The Perspective Of Public Policy

This article does research for the transition of rural land property right system in Henan Province in five parts in the sight of Public Policy.First part is the introduction and presents the research background,objectives,present foreign and domestic research on the topic,research approach,research methods and also the innovation of this article.Second part is the analysis of some basic theories for the rural land property right system reformation,which includes Western Property Theory and Western Institutional Change Theory.Third part outlines all the historic stages of the reformation in the rural land property right system of H Village in Henan Province and does detailed analysis of each stage.Fourth part bridges the preceding and the following.Based on extensive surveys,interviews and data analysis,the author highlights the major factors impacting the reformation of rural land property right system,underlying problems in the current rural land property right system and the willingness of farmers in H Village regarding the reformation of rural land property right system.Fifth part provides feasible solutions to the problems set forth in the fourth part.Sixth part draws the conclusion that many problems have arised surrounding the core rural land property right system and the key to solve the rural problems is how to reasonably set the land property rights.Since the founding of the Peoples’ Republic of China,China has experienced four stages of reforming of the rural land property right system: First,Period of the land reformation;Second,The period of farmers’ cooperatives;Third,The period of people’s Commune;Fourth,The period of reform and opening up.Along with numerous changes in the reformation process,the rural land property rights system has also been modifying to adapt itself to the changes in the economic developments in rural area,the farmer’s mind and the rural demographic structure.Every type of rural land property right system was to fit the actual conditions of that period.But as time goes by and conditions changes,an old system would not be beneficial to the society,which will require a better and more effective system to adjust,modify or replace the old one to better fit the new development of the new stage.Problems of current rural land property rights system,there is a vague land ownership,land ownership dispersion and need to reform,need to clear land property rights,improve the rural social security system for land consolidation.
