Research On Defining The Inefficient Industrial Land And Evaluation Methods

With the country's industrial structure upgrading and ecological construction to accelerate the pace of land use direction by focusing solely on the new plan to revitalize the stock of land use change,benefit from pursuing the maximization of economic benefits to the maximum comprehensive benefit of society,economy and ecological transition.However,the low efficiency of land use in the Industrial Park(industrial agglomeration area)is common,and the existing evaluation methods can not effectively define its inefficient use.So the exploration of industrial land inefficient use of evaluation methods,to construct evaluation system of inefficient use of industrial use,has become the new norm of industrial land to capacity,reduce costs,make up the short board ",advocating" green "development,the practical requirements to achieve maximum comprehensive benefits..In this paper,the reasonable definition of inefficient industrial base on the connotation,"according to the Ministry of land and Resources Office concerning inefficient industrial land survey clean to prevent enterprises waste the land of the letter",referring to the evaluation index system of the intensive development of national land area,the land use status,land use efficiency and performance management and ecological benefits four aspects of selecting 12 indexes,construct the evaluation model of industrial park land inefficient use,and in Puyang City Industrial Park as an example,using entropy method,the target value method to analyze the efficiency of land use,whether belonging to the inefficient use of standing in optimizing the allocation of land resources from the perspective of industrial land use efficiency.In order to fully tap the industrial land use efficiency.Draw the following conclusions:(1)Defined the connotation of low efficiency industrial land: that is,the development and utilization rate,construction volume rate,input and output rate is relatively low,the ecological environment has an impact on the use of space and the adjustment of industrial land.Mainly manifested in the low land use intensity,land use structure needs to be improved,[1]land economic efficiency is low,the ecologicalbenefit is poor and so on.(2)On the basis of highlighting the ecological benefits,the evaluation system of the low efficiency of industrial land use was established.Not only can provide reference to the definition of inefficient use of industrial land,can also be based on regulatory path positioning evaluation index system of the inefficient use of the subject of liability,the definition for the management of inefficient disposal of industrial land,to provide an objective and fair basis.(3)Through the example of Industrial Park in Puyang City,the evaluation index system of industrial land use efficiency is comprehensive,the object is specific,the goal is clear,the evaluation results can effectively reflect the status quo of the comprehensive benefits of industrial land.(4)The evaluation object of this paper is the whole industrial park,which is not suitable for the low efficiency of single industrial land use,which is the deficiency of the evaluation system.
