A Study On Reconstructing Market Layout Of Financing Guarantee Industry In Hainan Province

As an emerging service business, financing guarantee are playing a vital role in connecting the credit supply and demand and becoming an irreplaceable medium force which improving the development of credit market. And the rapid development of this business will boost the rising of regional economy and solve the financial problem of the small medium enterprises (SMEs). Now the same situation is happening in Hainan that the financing guarantee institution is springing up which buffering contradiction between supply and demand. The guarantee financing total amount of the SMEs reaches10.46billion RMB in Hainan, while countless of SMEs getting benefit from it during the last five years of2008to2013. Even this business in Hainan was developing very fast, it still has several problems to solve. The distribution of the financing guarantee institute is irrational. The number of the small institutes is huge, and the distribution of these institutes is too concentrated. These problems restrain the financing guarantee business showing its best effect, probably destroying the sustainable development of this business.In this thesis, the distribution problems of financing guarantee business of single administrative region in Hainan is studied with standard methodology based on the financing assurance theory and demand and supply theory while comparing with the financing guarantee system of the United States, Japan, and Korea. The financing guarantee demand situation of the18cities in Hainan is also calculated while several suggestions according to this result are also risen which will help the sustainable development of the financing guarantee.This thesis consists of seven parts. The first chapter, introduction, includes background, objective, importance, method, and originality of this research. The second chapter, basic theory, explains some basic concepts used in this research and introduces the study achievement of the financing guarantee business in and out of China from several aspects, such as essence of this business, structure of this marketing, function of the government and development mode of China. The third chapter analyzes the situation and problems of the distribution of financing guarantee business in Hainan. The fourth chapter analyzes the necessity and realistic conditions of redistributing the financing guarantee business market. The fifth chapter, the mature system from other countries, introduces the financing guarantee system of the United States, Japan, and Korea which providing some useful experience as reference. The sixth chapter calculates and evaluates the financing guarantee demand and constructs five target level which are economic development level, people’s livehood and social security level, financing development level, enterprise development level and financing guarantee level. The other eleven principle levels and evaluation system with46indexes are also provided. In the seventh chapter, according to the calculated result, the basis idea of financing guarantee distribution is provided. Seven main cities should be considered as the center and promoting other11cities which are around them. This chapter also gives several policy suggestions for promoting the development of financing guarantee business.
