Enterprise which has extraordinary performance also has outstanding corporate cultures. In21st century, the role of enterprise culture is more and more important cause the developing science and technology makes the competition fiercer. Wuhai Chemical Group’s fast-growing needs construct an culture system to spread the new values and conceptions to guide the behavior of itself and its employees, enhance the adaptability of enterprise, further enhance brand awareness, service level and the enterprise image, thus effectively promote corporate competition ability.In this paper, takes the construction of enterprise culture in Wuhai chemical industry group which within its reforms as the research object. It proposed the Wuhai chemical industry group enterprise culture construction plan and implementation plan by employing scientific research methods, summarizing research theory, learning from the success of the construction cases. The study not only respect the Wuhai chemical industry group’s development history which among60years, it also combines the advanced theory of enterprise culture with full-range culture diagnosis and operational methods in constructing to support the culture construction. The author takes the characteristics of Wuhai chemical industry into consideration, designs questionnaire with series of modules to investigate the status of culture. Combining with the data analysis and interview record, pinpoints the questions about currently construction. At the same time, the author uses the SWOT to do the in-depth analysis about internal and external environment of the enterprise culture construction, to figure out how to take advantages and how to adjust. On the basis above research, the author adopts the framework consist of four levels as spiritual culture, system culture, behavior culture and material culture, proposes the enterprise culture construct plan and further put forward some corresponding measures to guarantee the implementation for Wuhai Chemical Group which going through transforming.This paper has great significance to Wuhai Chemical Group in upgrading its management level and promoting sustainable development. It also provide the reference in construction theory for Chinese chlor-alkali industry.
