The Research Of Hubei Agricultural Credit After The Anti Japanese War(1945-1949)

After the victory of Anti Japanese War, the war-torn Hubei rural seriously need demobilized, the government of Hubei Province under the co-ordination and leadership of the national government, attempted to use the modern agricultural financial means in rural society, to improve rural financial status and realize the rural revival. It reconstructed agricultural credit network destroyed during wartime, the Farmers Bank of Hankou branch, the Bank of Hubei province and the Chinese Central Cooperative Bank Hubei branch became three main agricultural credit in postwar. Hubei financial institutions issued agricultural loans, worked under the leadership of the Construction Department of Hubei province. In order to let the agricultural credit work, Hubei rectified the old Cooperation Organizations and improved the position of peasant association of farmers occupation group properties for the equal agricultural loan object status. In order to promote the rural revival, Hubei not only expanded the common agricultural credit scale, increased agricultural production loans ratio of investment, but also issued the emergency relief loans in Recover District po-stwar. After the outbreak of the civil war, Hubei issued small relief loans in the pa-cification Zone again. However, Hubei postwar agricultural credit policy was a failu-re. Causes of failure are many drawbacks in itself operation process, but the most important are the inevitable fate under the influence of complex variable historical background. This paper try to to show a kind of predicament faced of national government after the four years of special historical period process from the analysis of the bankruptcy of the agricultural credit policy after the war. One hand as a victory government it had aspirations and ambitions to revive nation, and it was true that it formulate-d policies and plans, but on the other hand, it had not the ability to control the domestic situation, struggling to cope with the situation changes, there had no regulatory policies of their donation, resulting innumerous defects, eventually it’s policies an-d it’s government inevitably go to failure.This paper is divided into three chapters, the first chapter mainly introduces the Hubei agricultural credit policy implemented background, it was not only the implement of the National Government’s post-war revival policies, but also the inevitable choice of Hubei faced the actual situation. The second chapter is mainly based on the historical data and from the agricultural loan types, operating mode, agricultural credit network reconstruction process to describe the operation mechanism of Hubei agricultural credit. The agricultural credit quit the temporary wartime agricultural credit, agricultural credit networkwasbe reconstructed, andaccordingtothe actual situation of the agricultural credit, such as interest, species, lenders, loan object had be adjusted. The third chapter the key point of this article, this paper tries to analyze the common agricultural credit, agricultural and special agricultural operation state to show a real situation of postwar Hubei agricultural credit, the real reason and thus reflect on postwar Hubei agricultural credit failure. This view is that the Hubei agricultural credit did not realize it to improve the rural finance, to promote rural revival of historical mission, operation process has many shortcomings, and these shortcomings because of the power of the mutually making excuses, shield not resolved, financial institutions, farmers are the victims of agricultural credit fraud, but the impact of historical changes in the fundamental reason is the special period of agricultural the failure of the policy.
