Mechanism Research On Sound Development Of Agricultural Machinery Specialized Cooperatives

In recent years, with the deepening of China’s agricultural mechanization, socialized service of agricultural machinery constantly expands widely and deeply. Especially after the Farmers’ Specialized Cooperatives Law was enacted, a large number of agricultural machinery specialized cooperatives that are registered in the ministry of commerce and industry and have corporate capacity have sprung up everywhere, and they shows strong vitality, moreover, they have made important contribution in promotion of the "four modernizations" synchronous construction, agricultural development and farmers’ income as well as grain production in China. However, some system and mechanism obstacles that restrict the further sound development of agricultural machinery specialized cooperatives also gradually emerge. Based on the summary of research results and development experience of the research and development of agricultural machinery specialized cooperatives at home and abroad, this paper sums up the development history of agricultural machinery specialized cooperatives in China, generalizes the characteristics of the development and development status of China’s agricultural machinery specialized cooperatives, analyzes the existing problems and reasons in the construction of agricultural machinery specialized cooperatives with Hubei province as an example, and analyzes how to build a long-standing mechanism to promote the sound development of the agricultural machinery specialized cooperatives.The paper mainly includes four parts. The third part is about the current situation development analysis of Hubei agricultural machinery specialized cooperatives. This part mainly summarizes the general development situation of China’s and Hubei agricultural machinery specialized cooperatives, and focuses on the introduction of the distribution of Hubei agricultural machinery specialized cooperatives, and analyzes the existing problems in the development and the reasons. The fourth part is about the mechanism and measures of promoting sound development of agricultural machinery cooperatives. This part mainly introduces the importance of promoting the sustainable and sound development of agricultural machinery cooperatives, the ways of establishing a long-term mechanism, and the specific measures.Through the research, the author thinks that firstly agricultural machinery specialized cooperatives play an important role in constructing new agricultural management, and its status should not be questioned, furthermore, all walks of life provide necessary support and help to the sound development of the cooperatives; It is necessary to standardize the construction and development of agricultural machinery cooperatives, and the purpose and significance of establishing clear cooperative development goals must be made clear, moreover, the independence of the cooperatives should be maintained. As a result, the long-term mechanism of cooperative development should be built; The cooperative construction also needs pushing of administrative power, leading of policy, driving of project and other specific safeguard measures; However the variety of security measures that are introduced are only the necessary conditions rather than necessary and sufficient conditions for promoting the sound development of cooperative.
