Jinzhou and Huludao are two neighboring prefecture-level cities inLiaoning Province, having separately been approved as China excellent tourismcity in2001and2003. Taking the World Horticultural Exposition in Jinzhou in2013as an transformation, the two cities’ s cooperation on the basis ofcompetition is necessary in the trend of regional tourismcompetition-cooperation. This paper defines the tourism zone of the two citiesfrom the administrative boundaries aspect,taking Jinzhou and Huludao as twotourism destinations to study the regional tourism competition-cooperation.Through summarizing the research achievements of regional tourismcompetition-cooperation at home and abroad, this paper combines thequantitative analysis and the qualitative analysis to research the regional tourismcompetition-cooperation from different aspects. The theoretical basis includeLocation Theory, System Theory, Supper-additivity of the Game Theory,Z-theory of Management, Spatial Interaction Theory and so on. On the basis ofthe competition-cooperation relationship research between the twocities,building a “new dual-core model”:the whole model is two wheels whichis connected by the conveyor belt,providing new development mode anddevelopment ideas for the two cities.At last, it puts forward for the two cities’regional tourism some scientific and feasible coordination mechanism to ensurethe regional tourism competition-cooperation can develop smoothly in benigncompetition. Jinzhou and Huludao should strengthen themselves in thecompetition which bases on cooperation, enhancing the horizontal cooperationbetween cities and working together to get the best outcome:"1+1>2".
