In the process of regional development, the reason of relying on scientific andtechnological innovation to promote economic and social sustainable development lies in:science and technology innovation is the basic power to improve the economic benefit, aneffective way to save energy resources and the basic method to protect the ecologicalenvironment. Scientific and technological talents are also the energy source of regionaldevelopment. As the northeast important industrial cities and the core area of economicdevelopment in Liaoning Province, Shenyang Economic Zone finds a route to realizeprospering the old industrial base relying on scientific and technological innovation topromote the regional economic development. This route is of great significance.
