Reserch On Agticultural Sci&Tech Extension Reform In China

As a great agricultural country, china has the world’s first population. We also attaches great importance to the development and promotion of agricultural technology as a country which has a long history of culture and farming technology since ancient. The foundation of China,agricultural technology extension system has gone through years of evolution,promoting the development of China’s agriculture. But with the reform and opening up and the establishment of a socialist market economy, the formation of the planned economy period, the top-down one-way agricultural technology system has been exposed more and more problems and difficulties, in need of reform.In2002, the Central Committee of the China has proposed to separate the public service functions from operational functions in current agricultural technology extension system. The central committee then have issued a "grass-roots agricultural extension system on the pilot reform of opinion" on agricultural and some other column guiding document for the promotion of reform and begin to carry out the experimental work. The various parts of the country try to explore effective agricultural extension model gradually.This article is based on theoretical analysis, combined with empirical research. On the structural arrangements include the following three aspects:First, the introduction section. By analyzing the reality of China’s agricultural development,we can fully endorsed the strategic goal of modern technology-driven agricultural development. The public nature of agricultural technology extension system has lagged behind the objective requirements of the development of the market economy.In that system,the rate of agricultural scientific and technological achievements translation is low, agricultural technology to produce high-quality resources have been idle or wasted. Therefore,optimizing agricultural technology popularization system operation mode is very important.Second, this part includes the second and third chapters. This part is proposing the possibility of different supply modes by analysising the productivity of agricultural technology extension system, on the theory of public goods.By reviewing the development of public agricultural technology extension system to summarize the achievements in this process and problems, which exposed in the pubilic nature of agricultural technology extension system since the reform of market economy.On this basis, We analysised the commonweal and marketization of the agricultural technology extension system as well as the reform of it,which research institution participate in this new area. We also exemplified the characteristics of foreign agricultural technology extension model and experiences.Third, the final chapter of this thesis. According to the problems existed in the public agricultural technology extension system, and exploration and summarization of innovative models, We can firm the reform of agricultural technology extension system in this new era----multiplex supplies pattern of agricultural technology extension system. We should established a coordination mechanism between the goverment, market,and institutions. We also have to integrate various resources of agricultural extension services to provide convenient,multi-directional interactive services to farmers.
