Research About Evaluation Of The Economic Nature Of The Agricultural Products Wholesale Market And The Path Of Public Welfare Optimization

In recent years, due to the lag of construction in agriculture product wholesale mareket system, the phenomenon of coexistence of unsalable produce in producing area and high produce price in city has become more and more serious, as central governemt take livehood problem seriously, the voice of returning the agricultural product wholesale market to public welfare has risen. However, the basic condition that the existing agricultural products wholesale market in China are mainly operated and posessed by the private sector does not satisfy what the society need, for the private sector party which is eager for benefit will not be possible to complete this task. Therefore, we should re-examine the economic nature of the agricultural product wholesale markets,and reasonably determine the management body of it.After Combing from the results of domestic and international theoretical studies of public goods, an integrated evaluation method of public goods nature has been proposed. This method contains two phases:firstly, we can define the extended scope of public goods by judging the attribute of satisfation that the goods provid.;then, by judging whether the goods can fit the "pleased"criteria consisted of equity and efficiency under market mechanism, we can induce the privacity and then the publicity of the goods.After that, the author defined the concept of pulbic welfare, and presents the idea that discriminating public goods from private goods, and a multi-stage mode of promoting public welfare of public goods.After theoretical studing, the above method has been applied to assess the economic nature of Dingxi integrated potato trading center, via the angle view of function decomposition and synthetical analysis, the final judgment is that the trading center has high publicity, thus it should be reigned by the network consisting of government, private sector and the third sector instead of private sector only.Finally, combining actual social-economical circumstance and based on the successful experience of foreign agricultural products wholesale market, a multi-stage and multi-main body approach to enhance public welfare of Dingxi potato integrated trading center has been give...
