Service-oriented Attract Investment:Study On The Attract Investment Mode Change From The Perspective Of New Public Management

In order to develop the local economy, local government will actively formulate different degrees of preferential policies for attract investment, to attract related businesses in the local, and then to increase local taxes, increase employment and to improve the livelihood of the people. But investment in direct traditional pattern, leading investment mode and guiding the investment mode, the local government is faced with the problem of functional dislocation, bad competition, waste of resources, negative effects of the traditional business model of the emerging. Wuxi Suntech bankruptcy case to the transformation of local government under the new situation of business model brings reflection. This research is based on the new public management theory, taking Yancheng Development Zone as an example to analyze the traditional business model is not adaptable, attempts to construct service-oriented government as the location, to the laws of the market oriented, service-oriented clean and efficient business model to create investment environment and provide a complete set of public service as its main function, in order to provide a reference for local investment.This paper points out that the six channels of constructing service type business:establish the service tenet, pursue the customer first concept of value; the establishment of government of limited liability, advocated by the paddle to steer; return to the market law, advocated the introduction of market competition mechanism; pay attention to the pursuit of efficiency, government administrative efficiency construction; introduce the citizen and intermediary participation, advocating diversification the government claims; advocating decentralization, from hierarchy to cooperative management.
