The development of basic education is a very important link which is related to the rapid development of the whole country. Therefore, the configuration of basic education resource is also playing an important role in the distribution of public resources, and it is also an important content of the equalization of public service. However, high quality education resources are always relatively and scarce, it is also impossible to achieve the fairness in theoretically meaning. In the social background that most families in the country are one-child family, every family is focusing on how to try the best to own the best basic education resources in maximum extent. And this situation gradually led the "School choice" phenomenon keep staying in the high temperature.Because of the bad influence which is made by the "School choice" phenomenon, government intends to alleviate it through the "School Entrance" police. But, when the parents facing the "School Entrance" police, they deal with it by purchase the so called "House in School District". As parents’sought after and speculators’wanton speculation, the price of "House in School District" is rising, to play up to quality education resource as possible as they can become the best selling point of real estate development projects. In the view of the basic education resources quality has already become an important factor to influence the surrounding residential price, I think that, maybe the basic education resources quality have already capitalized in house price. In order to prove this conjecture, in this paper I makes a comprehensive analysis on the basic education resource’s quality and its surrounding residential prices, aim to show the quality of basic education resources has already been capitalized in the housing price through scientific analysis.This paper taking Jinniu District of Chengdu as an example to do the empirical analysis. I selected the data of new build houses(including residential fold, housing location, housing characteristics) around six junior high schools in Jinniu District of Chengdu (3key middle schools and3non key middle school) in2013June for statistical analysis. Through the visual analysis, I directly compared the housing prices of the residential houses which are surrounding key middle school with those who are surrounding the non key middle school, Direct observe how basic education resources quality infect house price; and then through the Hedonic model, using Eviews software to do correlation analysis, use the data of schools in Jinniu District in Chengdu, together with the surrounding residential house data, the regression model analysis was effective. Through the above analysis, I found that the quality of basic education resources really does have a linear relationship with housing price, this relationship provide that the higher the quality of education resources is, the higher price of surrounding residential houses will be.Based on analyze above, I think, non-equilibrium distribution of high quality education resources in fact shows that the government’s basic public services is not balanced. In the period of social transition, the imbalance is further enlarged, and grafted with the real estate market, evolution to a special economic phenomenon-basic education resources’quality capitalized in house price. In this process, the government has not achieved "Differential Income" of surrounding land which is beside the high quality basic education resources, and use it in cultivating more high quality education resources, however, the real estate developers get the profit but most common are suffering a loss. To this, I calls for the social family should rational treatment of education houses, at the same time, according to the result of the research, I also presents some promote policy recommendations to optimize the equitable distribution of basic education resources.
