Overall, since the period of "11th five-year plan", per capita net income of farmers in Shanxi Province, some years is growing faster than that of urban residents’ disposable income, urban and rural income ratio is also shrinking, it has to do with the rapid development of the whole national economy, and in the province issued a series of JiangNong rich peasants policy to increase farmers’ income plays a vital role.On the analysis of the rapid growth of farmers’ income since the beginning of the period of "11th five-year plan", this paper also empirical study of shaanxi ankang municipality Shi Quanxian effective practice in the aspect of increasing farmers’ income, at the same time, respectively from the internal development of agriculture and the segmentation of the binary system, the lagging development of urbanization and the public finances and so on four aspects to restrict and influence factors of farmers’ income growth in Shanxi Province are analyzed. According to these factors, combined with the four aspects of farmers’income, from improving the agricultural production and operation system, increase financial input to agriculture and rural areas public, deepen rural reform and development of the county economy in four aspects, such as the path of the detailed analysis to increase farmers’ income.
