Research On Countermeasures Of Rural Tourism Development In Paitan Town Under Dominance Of Governent

With the development of the national economy and the improvement of people’living standard, people pay more and more attention to the development of tourism, especially to the development of rural tourism with certain exploring potentials. During the development of rural tourism, however, the infrastructure and related supporting facilities of rural tourism are unsound because of the late start and low starting point. Therefore, government should play a leading role in surviving in the fierce market competition. The rural tourism of Paitian Town was taken as a case in this paper to analyze its development situation, find out its disadvantages and play the full role of the government to put forward relative solutions, strengthen the protections in various aspects from the government, so as to built a better environment for the development of the rural tourism in the Paitan Town.Firstly, the relative concepts of rural tourism, including the concept of rural tourism, the concept of tourism economy and the concept of tourism development are introduced in the paper and three basic theories such as public governance theory, regional economy theory and externality theory of the tourism development led by government are put forward. Then, the rural tourism development situation and developed tourism resources as geographical location, tourism resources, scenic area characteristics and cultural deposits of Paitan Town are analyzed and the current accommodation capacity, operational condition and the development of tourist income are introduced to find out such problems as ambiguous obligations of government management department, out-dated tourism infrastructure, disorder market, low-quality personnel and insufficient training during the rural tourism development of Paitan Town, and analyze the importance of playing the full role of government during the development of rural tourism. Moreover, the roles of government in the rural tourism development of Paitan Town are emphasized, including strengthening the plan on the development and management of the rural tourism development and improving the coordinating role, guiding role and protecting role of government in the rural tourism. The solutions to the government-led rural tourism development of Paitan Town are researched and propaganda is improved to complete the tourism promotion and tourism plan, set and complete the rules and regulations for rural tourism, perfect infrastructure, standardize tourism market, educate and train tourism labors and guide the Travel Industry Association. At last, policy measures for the rural tourism development of Paitan Town are put forward.After actual research and study, the author of this paper integrates theory with practice to analyze the rural tourism of Paitan Town comprehensively and objectively. On the premise of solving the problems in the rural tourism of Paitan Town, the author gives the advice of developing the rural tourism of Paitan Town under the lead of government. Though the materials of this paper are limited to a specific region, it has reference significance for similar regions.
