With the promotion of global economic integration, the social economic environment becomes even more complex, the enterprises compete increasingly intense, the uncertainty of financial operations increase unceasingly, financial risks appears ubiquitous all the time.By collecting and analyzing the information of corporate finance, management, and enterprise information such as the external environment, this subject sets the corresponding sensitive indicators and establishes a warning index system of enterprise financial risks with which financial risk status can be comprehensively analyzed and evaluated, in order to build a set of scientific enterprise financial risk early warning system for providing a reliable basis of the prevention and control measures,enhancing the risk management levels, as well as increasing economic benefits.Through the investigation and consultation, this subject summarizes the categories of enterprise financial risk from three aspects, the enterprise operation, the management and the environment, covering the fund administration risk, the cost controlling risk, the project management risk, the taxation risk, the external environment risk. With the help of48sampled data from16wholly-owned subsidiaries (Sinohydro Bureau) of Sinohydro Group Ltd. in3consecutive years from2007to2009, we use the existing research achievement as reference to apply the Delphi survey method to consult, conclude and modify repeatedly, and screen out the preliminary index of financial risk early warning. Principal component analysis, clustering analysis, significant difference analysis as well as spssl7.0software are also employed to further screen out early warning index. Thus an enterprise financial risk early warning index system is successfully generalized, consisting of31indicators at3levels. And based on this conclusion.the application of analytic hierarchy process and yaahp6.3software are used to build a hierarchical structure model and to design expertise judgments matrix. And the research also checks the consistency of judgment matrix score, and then order in single hierarchical arrangement and total taxis of hierarchy; as a result, we get index weight coefficient at all a level, which forms an index system of financial risk alarming. Taking the Sinohydro Bureau.5as an example, this subject sets up financial risk early-warning system, establishes financial early-warning information collection and transmission system. By determining the optimal index value and calculating the all-level index evaluation of estimate, we classify4kinds of financial risk early-warning status, including [0.5685,+∞), which represents security level risks, with "green light",[0,0.5685), which stands for low risks, with "yellow light",[-0.6070,0) moderate, with "orange light"(-oo,-0.6070) high risks, with "red light"At last, combined with the standardize work process current prevention and control status of Sinohydro Bureau.5financial risk, the research sets up prevention-controlling organization, standardizes work process and refines financial risk prevention-controlling measures, thus to build up a risk prevention-controlling system of company finance.The study of this subject to some extent provides useful references and guidance for driving forward the risk early-warning management of Construction Enterprises finance, the reduction of cost, achievement of financial management goal so that the competitive ability can be further improved to ensure the sustainable and healthy development of the enterprise.
