A Reaserch On The Major Function-oriented Zones Based On Ecological Conservation Developmentat County Level

Since the Reform and Opening up, with the accelerated process of urbanization and industrialization, the growth of GDP has steadily maintained good momentum. The natural environment is facing tremendous pressure and prolonged overload condition due to rapidly economic and social development. As the same time, China has been experienced a transition period of economic development, and scientific land development and rational utilization of space urgently need to be formed. Chinese "’Eleventh Five-Year’Plan", which formally proposed to do the national main functional areas plan, could promote the formation of good order and land development space, implement the scientific concept of development, achieve sustainable development of the region, and build a socialist harmonious society. according to "’ Twelfth Five-Year ’Plan", the main functional area planning is promoted to the national strategy, and China hope to build a pattern of regional development which requires economic strengths, function definition, efficient use of space, and man and nature living harmonious. The "National Land Plan (2011-2030)" has clearly put forward to basically form a multi-center network of national spatial development pattern in2030announced by Land and Natural Resources in2013. Main functional area planning has become an important means to solve the problem of regional development and the main way to achieve a good pattern of land development space, and thus it has become a hot research field of human geography. Currently, the researches of the provincial main functional areas has been more and more mature, and the theory and methods of county-level studies have not been yet formed a unified system, especially few scholars have made researches on major function oriented zoning division based on specific function in county level. The researches on Major Function Oriented Zoning of ecological conservation development-oriented County, not only fully reflects the idea of the party’s18report discussed about the ecological civilization, but also reflects the differentiated Homeland which "National Land Plan (2011-2030)" proposed development strategy. It is the main functional areas of the county currently planning studies to enrich and perfect, so it has important theoretical and practical significance.Based on the studies of the foreign and domestic spatial planning or main functional area planningthis paper builds a "driving force for development-resistance" zoning decision model and the main function evaluation system based on the theory of strong sustainable development. Fengdu County as ecological conservation and contradictions developmental county could be chosed as a case of this empirical research, which can provide the scientific basis for optimizing the order of the type of county space development area. Specific studies would be including following aspects:(1) the theories and methods of ecological conservation developmental county major function oriented zoning could provide support for the theory and method of zoning practices;(2) decision model developmental county major function oriented zoning ecological conservation research and decision-making methods construct the main function evaluation system;(3) in the analysis of Fengdu County, natural resources, environment and socio-economic situation on the basis of Fengdu County major function oriented zoning empirical research;(4) different main functional areas of Fengdu County could be made specifical suggestions according to real situation.Research conclusions:(1) The main functional binding evaluation system builded from Resources and environment carrying capacity, existing development density, development potential and ecological binding can better reflect the development of ecological conservation-type dual needs of county conservation and ecological development;(2) Major function oriented zoning based on Ecological conservation developmentat County in the township administrative space as the basic unit, district and township combining natural geographic region be most effective evaluation of the main features as the basic unit of analysis;(3)"Momentum-resistance" theory of strong zoning decision model based on sustainable development, by constructing a composite index IPI, got the key points of this eco-development classes and zero protection class division, to achieve a science class of Major function oriented zoning between the developed area and the protected region;(4) Apply "momentum-resistance model" of Fengdu County Composite Index Major function oriented zoning results drawn from the analysis, the more consistent Fengdu County, Chongqing Municipality,"key development" and " ecological conservation zone" these two functions positioning.In addition to the above conclusion, the paper is still deficient in some respects; it needs to be making further study, such as the index system construction, weights and force calculation In addition, eco-binding calculation method is still not universally accepted, and some disputes in the above results could be still made further discussion.
