The Research On Evaluation Method Of Regional Coordinated Development Under The Major Function Oriented Zoning

In recent years, with the "western development", "northeast revitalization", "rise of central China" and a series of implementation of regional development strategies, as well as the capital investment increasing of the fiscal, financial tax and investment etc. in the old revolutionary areas, ethnic minority areas, border areas and poor areas have greatly promoted the economic development of China’s western, central and northeastern tribal areas, and effectively eased the increasingly serious problem of regional unbalanced development in China. However, it still needs long-term and unremitting efforts to hold this situation of gap narrowing and to consolidate the achievements of regional coordinated development. To realize the coordinated development of population, economy and resources environment in the country, the "Eleventh National Five-year Plan" formally proposed the implementation of strategic plan of Major Function Oriented Zoning (MFOZ hereafter).After the implementation of MFOZ, it is unrealistic to continue emphasizing to realize the regional coordinated development by reducing the gap between the level of regional economic development. It needs a new awareness of regional coordinated development, and a new connotation and a new evaluation method. To this end, this study firstly on the basis of the relevant results of theoretical studies, makes a new interpretation of the regional coordinated development after the implementation of MFOZ, its core connotation should include two major aspects:on the one hand, to narrow the regional gap of the living standard of residents, on the other hand, regional residents can enjoy basic public services equally. Based on this new connotation, this study constructs a evaluation index system including "the living standard of residents" and’the level of basic public services" in two aspects, three levels, a total of thirty specific indicators.Then, taking Jing-Jin-JI as an example, this study makes the comprehensive evaluation of the present situation of coordinated development in each major function oriented region after the implementation of MFOZ. Among them, in order to make further quantitative judgment on the inter regional coordinated development status and changing tendency on the based of all levels-index scores which reflect the regional development condition, this paper constructs a simple and universal indicator of "coordinated degree of development". While another advantage of this indicator is that, if all N regional units is divided into several regions, this indicator can divide the coordinated degree among all N regional units into weighted sum of product of two factors:coordination degree of regional units in each region and coordination degree between various zones and other zones, then use the index system makes factor decomposition analysis for the coordination degree of the whole N regional units. The study finds:(1)While overall coordination degree of major function oriented zones in Jing-Jin-JI showing a slow rising trend in the fluctuations from 2006 to 2011, but the overall coordination of the respective year is not high, still in the "relatively uncoordinated" state; (2) from 2006 to 2011,the overall coordination degree in the same types of major function oriented zones in Jing-Jin-JI change slightly each year and show a more stable trend, among them, overall coordination in the restriction development zone was slightly better than the key development zone, which in turn is better than optimization development zone, respectively express as "coordinated", "coordinated" and "more coordinated"; (3) from 2006 to 2011, the overall coordination degree between different types of major function oriented zones in Jing-Jin-JI change slightly each year and show a more stable trend, by contrast, the maximum value of each geographical unit and each index in optimization development zone of Jing-Jin-JI is almost the maximum in all geographical units of various types of zones in each year of the sample period, while the maximum value of each geographical unit and each index in key development zone and restriction development zone is far away from the maximum in all geographical units, which show that the gap between the three types major function oriented zones especially can not be ignored; (4) the change of overall coordination degree among major function oriented zones of Jing-Jin-JI from 2006 to 2011 is decomposed into the change of coordination degree of regions in various function oriented zones and the change of coordination degree between various function oriented zones, which finds that: coordination degree of regions in various function oriented zones is increased by 4.3242%, which makes the overall absolute value increase 0.0175. coordination degree between various function oriented zones is increased by 2.3449%. which makes the overall absolute value increase 0.0099; the results of the combined effect of the two is that the overall coordination degree has been increased by 6.7704%, and the absolute value increased 0.0274.Next, using panel data ofeach function oriented zone of Jing-Jin-JI from 2006 to 2011, with the overall development level score of each area as explained variable, with the possible influence factors as explanatory variables, through the establishment of panel data model to analyze the limiting factors that affect the coordinated development of function oriented zones of Jing-Jin-JI. The study finds:after the implementation of MFOZ, the significant limiting factors that affect the coordinated development of function oriented zones of Jing-Jin-JI include the level of economic development and level of fiscal revenue two aspects. Among them the per capita GDP that represents the level of economic development has significant positive influence on the overall development level of function oriented zones; the per capita fiscal revenue that represents the level of fiscal revenue has very significant negative influence. While fiscal spending on public services and population density have insignificant positive influence on the overall development level.Finally, according to the space function and development orientation ofeach kind of major function oriented zone as well as the results of empirical analysis, this paper presents the corresponding policy recommendations from four aspects of fiscal policy, population policy, environmental policy and performance assessment policy, so as to promote the coordinated development among different function oriented zones.
