Cultivated land resource is the foundation of human being’s all production and living, is a kind of scarce and irreplaceable natural resources, plays a very important role to the survival and development of mankind. The amount of arable land, the stand or fall of use are closely related with a country’s food security, social stability and sustainable development.This article analysis the cultivated land utilization and the existing problems of Chongqing from2003to2012year, present the theory and practice of cultivated land eco-compensation, determine the ecological compensation standard and scope of cultivated land in Chongqing. The aim is to use ecological value of cultivated currency, and improve the system of the cultivated land protection;It is helpful for cultivated land protection from pure protection the decrease the number to its quality, ecological environment protection, get the quality and quantity of cultivated land ecological security protection harmonious and unified, make the farmers who losing cultivated land can get the effectively adequate compensation.Improve the recognition of the importance of cultivated land resources protection, protect the cultivated land resource and ecological environment in Chongqing, achieved the measure of the cultivated land resource sustainable use and safeguard for our national economy’s sustainable develops. It has an important role to stabilize our national food security and social harmony and stabilityThis paper introduced the theory of ecological compensation, the empirical analysis has been made on cultivated land resource utilization in Chongqing in2003-2012years.This paper totally have six chapters, the first chapter is the introduction part, the second chapter describes the theoretical basis of the concept of ecological compensation and farmland ecological compensation. The other four chapters are the main part of the paper.The third chapter, analyze the present situation of cultivated land resource survey using a combination of quantitative and qualitative methods in Chongqing in2003-2012years, it is concluded that cultivated land use problems in Chongqing, and for nearly a decade of Chongqing cultivated land change in speed, structure and a comparative study on influencing factors;The fourth chapter, constructs the ecological compensation mechanism of cultivated land of Chongqing, determine the general idea of cultivated land ecological compensation in Chongqing, subject and object of ecological compensation, ecological compensation standard, ecological compensation efficiency of regulatory measures, etc.The focus is on cultivated land ecological compensation standard in Chongqing in quantitative accounting;The fifth chapter, in view of the present situation of the ecological compensation of cultivated land in Chongqing and trend, put forward the suggestion and countermeasures for the sustainable utilization of cultivated land resources in Chongqing.Chapter six conclusion to the research of full paper.Through the research, the conclusion are:(1) Why compensation. Strict control the quantity, quality of the cultivated land drops rapidly, improve the system of cultivated land protection;Combination of market and government, protect the value and ecological service function of cultivated land ecological; Safeguard the people’s livelihood and national food security; Rational distribution of cultivated land resources, to promote coordinated development of regional balance.(2) How to compensation. First, the basic principles of cultivated land resource ecological compensation system should be established; Second, determine the main subject of cultivated land ecological compensation in Chongqing, the government is the main subject of compensation; The social organizations and individuals in accordance with the relevant provisions or agreement to provide ecological compensation funds, material, technology and services; agricultural producers (farmers) benefited from cultivated land conservation. Finally, farmers is the main object of cultivated land ecological compensation, with diversification compensation mode including money compensation, in-kind compensation, compensation policy and intelligence technology compensation, analyzes the scope and duration of the different land quality grades in ecological compensation.(3) How much compensation. According to the calculation, the standard of cultivated land eco-compensation is￥5051.75per hm2of Chongqing in2012. The funds of cultivated land eco-compensation primarily comes from national public finance payment and social capital.(4) Compensation efficiency. Establish special oversight committee of cultivated land eco-compensation, implement the corresponding compensation measures and performance evaluation system to rewards and punishments, adjust and improve the land eco-compensation mechanism in time; Public the cultivated land information and set up the information feedback mechanism of eco-compensation, to improve the efficiency of cultivated land eco-compensation in Chongqing.
