In the background of economic development, the competition among enterprises, in the final analysis, is the competition of human resource, thus it has become a key factor to ensure high competitiveness of human resource force for each enterprise. As an important issue in the study of modern human resource management, employees’ resignation has become more and more important to enterprises’ health development, and it is especially vital to the development of resource-based enterprises. However, in nowadays resource-based enterprises, excessive resignation has already become a serious shackle for their development:high turnover rate not only increases the direct costs of their development, but also severely reduces their business efficiency and resource utilization efficiency. Therefore, for the resource-based enterprises, there are lots of problems should be discovered and resolved urgently, like what factors will lead to their employees’ turnover intention and even the behavior, and what measures should be taken to reduce their employees’ turnover to improve their business efficiency and increase their economic benefit?In this paper, the author set the former employees of the resource-based enterprises in Yuncheng, Shanxi as research subjects and the research is taken through questionnaires which we issued300questionnaires and took back278valid questionnaires. What’s more, because that Yuncheng City is a new industrial base of Shanxi Province and it has become the highlight of the economic development of Shanxi Province which is currently an important part of the energy and heavy chemical industrial base, we choose resource-based enterprises in Yuncheng as the main subject lies in that Yuncheng City is a new industrial base of Shanxi Province and it has become the highlight of the economic development of Shanxi Province which is currently an important part of the energy and heavy chemical industrial base. With the gradual and reasonable economic and social development and the improvement of industrial layout, Yuncheng has formed a six-industrial group with their own regional characteristics of urban transportation. According to features of Yuncheng’s economic development, resource-based enterprises shows centralization and diversification characteristics, thus it will be more representative to make it as the study object. Moreover, which is worth mentioning that, according the overall development perspective, Yuncheng’s development still mainly rely on its abundant natural resources and minerals, and according to preliminary estimation,the employee turnover rate of the resource-based enterprises in Yuncheng, Shanxi exceeds the reasonable range of15%, which is set by experts, and even up to about45%. Therefore, setting resource-based enterprises in Yuncheng Shanxi as the research object has its legitimacy and representativeness and is more significant.The main contents of this paper include:First, on the basis of information gathering and full investigation and issuing questionnaires, we get more intuitive brief analysis of employee turnover situation in the resource-based enterprises of Yuncheng Shanxi. Second, on the basis of the employee turnover we take in-depth analysis of the status quo analysis, finding that the impact of such major motivation of employees to leave. Third, empirical testing of data sources (questionnaire) for statistical analysis, reliability and validity analysis, by empirical analysis presented in this paper to verify employees leaving the main motivation, and to make a summary and conclusions on this basis, comments and suggestions.In this paper, the research finds that many factors affecting the resource-based enterprises in Yuncheng City in employee turnover, among which the personal factors like education background, work experience in their current job, average monthly income and their job duty and organizational factors like pay and benefits, social status, fairness and promotion prospects are the most important factors. This paper argues that a low salary and benefits which results in low stability of staff would be the leading factor of employee turnover in Yuncheng’s resource-based enterprises; meanwhile, the resource-based enterprises in Yuncheng City are mostly family enterprises with serious "cronyism" situation, which would seriously affecting the promotion channels of employees and prospects.; moreover, many private enterprises do not own effective training systems and for their employees it’s difficult to improve their working skills, combined with the lack of fairness, which would obviously reduce their employees’confidence and satisfaction to the enterprise systems, and finally resulting in the emergence of employees’turnover.On the basis of the analysis of factors leading employee turnover at resource-based enterprises in Yuncheng, in order to keep the staff stability and reduce employees’turnover in these enterprises, the paper then make several suggestions like build an enterprise culture with competitive compensation, perfect promotion system and management system, which also is fair, impartial and people-oriented, and build reasonable recruitment system with perfect hiring policies. And the author believes that the most critical measures for Yuncheng resource-based enterprises to keep their employees is to sound remuneration system and promotion system to improve the enterprise’s employees confidence and satisfaction, and only in this way can better ensure employee motivation and productivity, thereby effectively reducing employee turnover rate.
