With30years reform and opening up, there are enormous changes in our social and economic, industrialization and urbanization process continues to accelerate, during this rapid process, rural construction land area is showing the expansion trend, the phenomenon that inefficient and idle use of rural construction land is widespread, but in the expansion process of urban construction land, urban construction land limited by strictly protect arable land, and the target to achieve dynamic equilibrium of the total arable land, supply and demand contradiction of urban construction land is very prominent. To improve the efficiency of land use and ensure the land demand for urban developmentt, all levels of government has focused its attention on rural construction land reclamation. In recent years, urban and rural construction sites linked to changes system has widespread launched in the country, as the same time, Chongqing experimented with land ticket system. The basic goal of these systems is through the implementation of rural construction land reclamation, use the vacated rural construction land index to meet the demand for land for urban development, in order to effectively alleviate the supply and demand contradiction of land for urban development, and strengthen the flow of various elements between urban and rural areas. Since the implementation of rural construction land reclamation, there are a large number of scholars have carried out related research in China, it’s rural construction land reclamation for implementation produced a fruitful theoretical and practical guidance. As rural construction land reclamation is a complicated systematic project, involving diverse stakeholders, showing a variety of problems, which need to thoroughly and systematically carry out rural construction land reclamation in theory and practice. In view of current academic research on rural construction land reclamation and other aspects of its performance and evaluation is very weak, in order to better guide and evaluate rural construction land reclamation work, rural construction land reclamation performance evaluation study is needed.This paper take Mawu town as an example to carried out the study of rural construction land reclamation performance evaluation.The research mainly used the literature methodology, site investigation, mathematical model and qualitative and quantitative research methods,combined with the theoretical guidance of systems theory, land supply and demand theory, intensive land use guidance theory and the theory of sustainable development, accordance with the goals of rural construction land reclamation, actively explore the rural construction land reclamation performance rating index, and build rural construction land reclamation performance evaluation system, using this rural construction land reclamation performance rating index and evaluation system,Targeted at evaluating the scattered rural construction land reclamation performance of Mawu town.in order to clarify the rural construction land reclamation benefits in the economic, social, ecological and landscape, and describes the performance evaluation method of rural construction land reclamation to evaluate the performance of rural construction land reclamation projects of mawu town in2011. At last, based on the results of the performance evaluation,the author proposed measures and policy recommendations to improve the performance of rural construction land reclamation. The full text of research is divided into four parts:The first part is the first chapter.Mainly analyzed the performance evaluation of rural construction land reclamation’s research background, purpose, significance, the domestic and foreign research status, methods, technology roadmap and research data sources.The second part is the second chapter, the theoretical basis. Mainly defined the related concepts of rural construction land reclamation performance and others, raised the theoretical basis of the study.The third part is the main part of the article, including the third, fourth, fifth and sixth chapters. The third and fourth chapters based on purposes of the performance evaluation of rural construction land reclamation,chose eleven evaluation indexes constructed rural construction land reclamation performance evaluation index system from the economic, social, ecological and landscape benefits of four dimensions. Select the evaluation methods of rural construction land reclamation performance:AHP evaluation to determine the weight value; Extreme standardized methods to calculate the index’s standardized value; Linear Comprehensive Evaluation Method to solve performance evaluation results. Chapter V introduced rural construction land reclamation situation analysis of Mawu town.Chapter VI was based on the third and fourth chapters to conduct case studies, according the chosen method to process the data, and then follow the evaluation model to evaluate the rural construction land reclamation performance of Mawu,Fuling.The fourth part is the summary section, including the seventh and eighth chapters. Chapter VII: For the conclusion of Mawu town’s rural construction land reclamation performance evaluation, the writer proposes appropriate measures to promote the development of rural construction land reclamation.Chapter VIII is the research conclusions and prospect. The part summarized research conclusion and deficiencies of this study, proposed further research prospects. Specific conclusions are as follows:(1) Social and ecological benefits is well, but poor in economic and landscape benefitsThe evaluation results of social and ecological benefits generated by rural construction land reclamation in project area is good, but economic and landscape benefits is poor. It indicates that the current rural construction land reclamation work was carried out comprehensively, but not take enough importance on landscape benefit.(2) The comprehensive benefits of rural construction land reclamation is well,the desired effect was basically achievedExcept the Minxie project’s comprehensive benefits is poor, the other12projects’ comprehensive benefits are between "general" and "well", which shows the comprehensive benefits of land reclamation project are in the middle level and above. On the whole, the rural construction land reclamation project of Mawu town is quite successful, basically achieve the desired effect.
