The Performance Evaluation Of Mine Land Reclamation

With the rapid development of economy, the demand of mineral resources is in a large number. The exploitation of the mining in a large number caused a series of problems, such as land occupancy environmental pollution and so on. It seriously affect the sustainable development of mining area. Mine land reclamation can not only effectively solve the problem of mine ecological environment, but also will promote the development of national economy and social. We attach great importance to the mine land reclamation at the present stage in China, so it is particularly important to evaluation the performance of the reclamation.The design of the mine land reclamation performance evaluation index system design is the core of the paper. Based on the sustainable development theory, ecological reconstruction theory, system theory, the performance management theory, through analyzing the connotation of the performance,the reclamation performance can be divided into two parts, implementation of process performance and benefits result performance. It is analyzed performance respectively from a total of six aspects, the use of funds, organization management, project management, economic benefit, social benefit and ecological benefit, and selecting the 20 individual evaluation indexes, finally formed a set of relatively scientific performance evaluation system for the mine land reclamation. Using the combined method of analytic hierarchy process and expert scoring method to determine the weight of the index system, using fuzzy comprehensive evaluation method to evaluation the performance of the mine land reclamation.This paper take the example of Xisai mountain mine land reclamation, evaluate the performance of its land reclamation work, Finally judging the performance by the score of reclamation work, and analysis on the evaluation results comprehensively. Firstly, the level of the performance of reclamation: the comprehensive score of the reclamation performance divided is 84.8 points, it shows that the project has good performance, the work had reached the expected goal. The reclamation work implementation performance score is 83.7, the benefits score is 85 points. It shows that the reclamation work organized well and had achieved good benefits. The use of funds(85.4), the organization and management(74), project management(90), economic benefit(77.6), social benefit(81.2)and ecological benefit(91.4), the evaluation results shows that the usage of funds is better, organization management, project management is good, obtain economic benefits, social benefits, ecological benefits. Secondly the purpose of the mine land reclamation is improving the ecological environment of mine area, and then achieving economic and social benefit, economic benefit has the lag. Finally, the index system of mine land reclamation performance established in this paper is relatively reasonable, it basically reflect the actual situation of the mining area land reclamation, the evaluation results also affirmed the effection of the mining area land reclamation work.
