Performance Evaluation Research Of Rural Construction Land Reclamation

Known as " Chongqing mode "—"the transaction mode of the land ticket" in the process of urbanization, plays a leveraged role on promoting the sustained and rapid development of economy and development capability of rural area itself, which is newly established to crack construction land contradiction and promot land resources optimization allocation elements between urban and rural. Since the establishment of the rural land exchange on December 4,2008, each county had been investing a lot of money for large-scale rural construction land reclamation work citywide. It plays an important role on increasing the quantity of cultivated land, enhancing farmers’income and improving the production and living conditions. Great achievements have been made on opening new resouses for the banlance of arable cultivated land, realizing the agricultural production scale, playing the comprehensive benefit of rural land reclamation and reinforcing new countryside construction. Now, these implementary reclamation projects emerged erroneous tendancy, which some people attached more importance to the quantity of cultivated land rather than quality, and damaged the woodland in rural residential area. Therefore see performance evaluation as a highlight of these projects. It was systematically evaluated and supervised in all respects, such as project approval, public participation, the project pieces select, planning and design, production conditions of cultivated land, the actual obtained benefits, in order to promote the healthy development of construction land reclamation. Against this background, this paper investigated the method of construction land reclamation performance through the establishment of a perfect evaluation system on the basis of the domestic and foreign study in reference. It also drawed the reclamation project performance level through specific reclamation project for empirical research, which which not only enriched the theory of construction land reclamation, but also standardized and guided the practice of construction land reclamation.At present, land reclamation study mainly focus on mine reclamation, even in the performance evaluation of land reclamation research also be restricted to land consolidation. And on the rural construction land reclamation performance and efficiency evaluation is little research. Therefore, based on the domestic and foreign reseach, this paper adopted appropriate theory and methods to evaluated implemented rural construction land reclamation project. It was divided into six parts.The first part was introduction, which mainly analyzed the topics background, significance, home and abroad research trends, research contents, methods and the technique routes.The second part was a theoretical study,which elaborated the connotation and system theory of rural construction land reclamation performance evaluation. It described in detail its theoretical basis, such as land scarce theory, principal-agent theory, cost-benefit theory, sustainable development theory, etc. And it briefly analyzed theoretical significance of construction land reclamation.The third part was the study on the performance evaluation of rural construction land reclamation, including the principle of the index system, the index system weights, conception, index value and so on.The fourth part described the research methods of land consolidation performance evaluation, Reference to domestic scholars performance evaluation methods of land consolidation and the characteristics of land reclamation performance, the fuzzy comprehensive evaluation was determined for this paper at last. And it Establish fuzzy comprehensive evaluation model.The fifth part was empirical research. Taking Qingsong village project in Kaixian county Chongqing City as example, this paper briefly introduced the project content, and used the above index and methods to study the selected items. It confirmed index vallue and evaluation standard, constructed membership functions and the fuzzy relation matrix.Single performance level of each factor in rule layer was solved, finally it was concluded the total performance level.The final part was conclusion and prospect. According to empirical research, it analyz the performance level of the rural construction land reclamation, and performance issues related to construction land reclamation was thought.
