Electric power industry is one of the basic industries of China. It has been controlled by the state for a long time, and it is one of the national monopoly industries. Since2002, China has adopted a series of reform measures to power industry, it separated government functions from enterprise management, separated plant and gird companies, implemented electricity price bidding, established two power grid companies, five big power group companies and four Subsidiary companies, which all were monitored by the State Electricity Regulatory Commission (now incorporated into the national energy administration). Since then, the electric power industry has gradually got rid of the monopoly of the government. However, as electricity power supply companies, power plants are different from general enterprise of particularity. The implementation of reform measures had huge impact to the power plants. Many small power generate companies were eliminated by the market. These small companies hold the illusion of planned economy era that resulted into lack of cognition to enterprise development strategy. On the other hand, only fully realized its own advantages and disadvantages, opportunities and threats that exist in the market environment, and had a long-term development strategy, can companies gain great revenue and development in the more competitive environment for the rapid development and progress.This paper studied Guohua electrical power company that didn’t belong to national five groups of independent power generation companies. According to the theories of enterprise strategy management and personal understanding of management knowledge, SWOT analysis method was used through the study of external environment and internal resources, on the basis of their own advantages and disadvantages. And after many times deliberation, ferment, made Guohua electrical power company long-term development plan to guide the company’s various business activities. Through production safety strategy, science and technology innovation strategy, green energy strategy, informatization strategy, financial management strategy, human resource strategy, the specific implementation of corporate culture strategy, etc, to strengthen enterprise’s market competitiveness to ensure effective operation of Guohua electrical power company long-term development strategy. As the electrical power system gradually deepen the reform, the power generation companies will be more competitive, especially for these not belong to five major power group companies since their resource is weak, Guohua electric power company’s long-term strategy is worthy of reference for other enterprises.
