Research On Government’s Responsibility To Protect The Environment In The Process Of Wushen Banner Economic Development

Throughout the overall situation of China’s economic development in recent years, environmental problems have become one of bottlenecks to restrict economic development. In the context of a large national economic development, Wushen banner also inevitably do the best on seeking a way of developing economic, however, as the administrative body to manage local affairs, the government should not only seize the development of this theme, but also play an irreplaceable role in environmental protection. This paper analyzes the current situation of environmental protection in industrial economic development of Wushen banner and tease out the typical problems in environmental protection of Wushen banner. Through analysis, the author thought that there were some achievements in environmental protection, but there are still some problems. For example, the government emphasis on the pursuit of economic efficiency too much and pay less attention to environmental protection, which results in incomprehensive decision-making in environment, poor supervision, not strong law enforcement, poor construction of environmental protection facilities, lack of public awareness of environmental protection and so on. Moreover, the pattern of the industrial economy continues to expand, which results in pollution gradually shifting from city to country and make us worried about rural environmental problems. The root cause of the above problems is that the government lacks awareness of the role of positioning in environmental protection, emphasis on economic efficiency too much and ignores the environmental benefits when the government develop economic. On the basis of analyzing the causes of the above problems, the author proposed a series of countermeasures from perfecting the relevant systems and mechanisms, changing the government’s environmental protection functions, increasing government investment in environmental protection, strengthening rural environmental protection. Through the study of this subject, various types of environmental problems can be sorted out, which are due to the government of Wushen banner failing to carry out its duties of protecting environment. And then give a deep analysis on these issues to find the reason, in order to propose some targeted measures.There will be a positive significance in the future for the government to understand and deal with the environmental problems correctly, and at the same time they will provide successful experiences for some governments of the resource-enrichment areas on how to fulfill their responsibility to protect environment in the industrial economic development.
