In recent years, with the rapid development of economy in our country, the supply of urban transportation has become increasingly imbalance,"illegal operations" arises at the historic moment, and becomes the traffic management ills that exist in all parts of the country in different degree, and seriously disrupts the traffic operation order, and derives a series of social problems which have violated the legitimate rights and interests of passengers as well as endangers the personal safety of the passengers and the civilization of the city image in different degrees. Governments have taken various measures, but have failed to solve completely. Therefore, to find out the root causes of illegal operation, to analyze why governments difficult to solve, and to put forward the solutions, has important significance in standardizing the order of transportation operations, avoiding damaging the lawful rights of passengers, and maintaining the image of urban civilizationTaking Guangzhou as an example, using methods of literature analysis, empirical analysis, comparative analysis, the work of Guangzhou in the illegal operation will be studied. The paper first defines such concepts as the urban traffic, illegal operation, and expounds and analyzes the theory of cooperative governance from the research perspective. The paper then describes the present situation of Guangzhou’s illegal operation, and the harm it brings to Guangzhou:endanger public security, increase the social unstable factors, cause the mass incidents such as the taxi strike which will threat social stability, endanger public security, destroy the urban living environment, disrupt the normal order road of transport market which will lead to unfair competition in the industry, hurt the government’s credibility which will be not conducive to play the functions of the government, harm people’s personal safety which will be unable to protect their legitimate rights and interests. On this basis, this paper analyzes why the illegal operation is difficult to control in Guangzhou, mainly because of the traffic imbalance between supply and demand, increased unemployed, unreasonable urban planning, imperfect laws and regulations, cost low as well as high returns of illegally operating, and the essential reason is having no realized the cooperative governance. By drawing from developed countries, regions and other domestic transportation management of local government has taken effective measures and advanced experience, this paper argues that to effectively solve illegal operation problems, we should be based on the perspective of cooperative governance, and focus on the joint between the various functional departments, which play their respective role, and make the regulatory force under the department of transportation organization.
