With the accelerating pace of global industrial structure adjustment, industrial transfer has become one of the problem widely concerned by academia and the government. Since China’s reform and opening up, the economy of China’s eastern coastal areas has been developing rapidly accompanied by the influx of overseas advantage elements, the labor-intensive manufacturing matured still occupies the dominant position in the domestic and international division of labor, under constraint of resource factors and induction of market factors, the eastern coastal areas faces industrial structure adjustment and optimization problems, in urgent need of transfer of the original a large number of labor-intensive industries to the outside. As the key area of opening to the outside world in the new period, the western region has low labor costs, abundant labor resources and other advantages, under the strategic background of opening to the west, it will become a important base to undertake transfer of the eastern labor-intensive industries.In this paper, based on the perspective of industrial undertaking to study the problem of the development of labor-intensive industries in the western region. The article is divided into seven parts. The first part is introduction, mainly introduces background, significance and the status quo of domestic labor-intensive industries. The second part of the theory about the development of the labor-intensive industries at home and abroad is reviewed and summarized, and connecting with the practice in China, it analyzes the relationship between labor migration and labor-intensive industries transfer. The third part, from the aspects of industry development, regional layout etc, it introduces the development of labor-intensive industries in our country, especially for the western region the development of labor-intensive industries is analyzed. The fourth part carries on advantage and obstacle factor analysis in the western region to undertake the advantage and disadvantage of labor-intensive industries transfer. The fifth part qualitativly analysis the development of the western labor-intensive industries thinking, surrounding the industry cluster transfer mode, it puts forward the countermeasures and suggestions. The sixth part, it selects12labor-intensive industries using industry intensive coefficient and studies specific industries in western area of labor-intensive industries to undertake by building industrial gradient coefficient model. Finally, on the basis of summarizing the front six parts conclusions, it puts forward policy suggestions.
