| Private non-enterprise units of science research, as important constitutes of non-profit organizations, have their own unique characteristics while possess all the characteristics of the normal science research units. With non-profit purposes, the type of units are founded by non-state assets as platforms for science researches, technology developments, transfer of science research achievements, science and technology consultation and service, evaluation of science and technology achievements, spreading and popularization of science and technology knowledge. With the deepening reform for science and technology management mechanism, some issues in science research units, especially in private non-enterprise units, including the rigid employment mechanism, the inability of adaption of income distribution system to the rapid development of science and technology and the irrational human resources allocation, are emerging, which have been the obstacles to the innovation of science and technology management mechanism. In the present study in which the innovation of science and technology management mechanism of private non-enterprise units was focused on, we analyzed and probed into the prospect of the innovation mentioned above, based on the study about the example H in Guangdong province, by reviewing Interim Regulations on Registration Administration of Private Non-enterprise Units (Decree of the State Council of the People’s Republic of China (No.251)) and Provisional Measures for the Management and the Registration Examination of Private Non-enterprise Units of Science and Technology (No.209, May24,2000, jointly issued by Ministry of Science and Technology, Ministry of Civil Affairs of the People’s Republic of China), reviewing the development course of private non-enterprises, summarizing the status quo and issues confronted, therefore providing some proposals about the management of private non-enterprise units of science research. |
