Policy Optimization And Research Of Accurate Pro-poor Under View Of Building A Moderately Well-off Society

Nowadays,China entering a crucial period of building a moderately well-off society in an all-round way,but there are still is not a whole without country,build a moderately well-off society in an all-round way.What's more,under the background where Chinese economy is entering “New Normal”,poverty alleviation is facing rare historical chance and a severe challenge.The form of poverty alleviation should be innovated,changing previous extensive method,generalized preference and implement accurate poor supporting and precise shake-off poverty;the self “hematopoietic ability” of low income family should be improved,and “blood transfusion” should be transferred into “hematopoietic”.Accurate pro-poor policy is a public one to implement social relief for country poor areas,being paid a high attention from governments at all levels since being implemented in 2013,winning popularity in grass-roots,especially in country poor.After more than 3 year's practice,accurate poor supporting has achieved obvious certain gradual achievements,the amount of country poor people and the rate of poverty are gradually,and the income of country poor population is increasing year by year obviously.But we should also clearly observe that in the process of accurate pro-poor execution,there are some shortages and problems.Especially in execution part of accurate poor supporting,there's deviation in policy execution for incomplete enforcement mechanism;or because of unsuitable execution way,the result of policy is worse than expected.On the basis of public view,this passage starts from relative research summary and theoretical basis of accurate poor supporting to deepen the analysis of the transition process from traditional pro-poor policy to accurate pro-poor one and its reason,analyzing the important meaning of accurate pro-poor policy,a public policy,to build a moderately well-off society in an all-around way.Combined with Anqing city case,it analyzes the periodical success of accurate pro-poor policy execution and existing issues.At the end,it proposes countermeasure and suggestion of optimizing accurate pro-poor policy from policy enforcement mechanism and execution path choice.
