The Study On Choice Of Infrastructure Financing Mode In Jinan Innovation Valley Science And Technology Industrial Park

Industrial park is a regional economic key carrier of the modernization and internationalization. It is also an important driving force to promote regional economic growth. And it is the main way to realize regional economic rapid growth. Many regions are establishing regional industrial park based on the regional characteristics and the conditions of advantage. But industrial park investment often has big investment scale, long investment period and low yields, combined with the municipal supporting the construction. The large initial cost and financing problem become the biggest bottleneck in the industrial park development and construction in our country. And park infrastructure financing problem is particularly acute. Park infrastructure construction at the present stage is still the government fiscal investment and government financial resources. After all, limited park infrastructure construction cannot start construction on time and affect the pace of the construction of the park as a whole, which to some extent restricted the park the healthy and rapid development of economy. How to solve the problem of funds in the course of the construction of campus infrastructure project became an urgent problem.Based on this, this article takes Jinan valley of innovation of science and technology industrial park infrastructure in the area as the research object. Through field survey for many times and discussion with valley management committee and innovation investment related leaders, I realize the planning and development of Jinan innovation of the status of the infrastructure in the valley park. On the basis of the relevant theoretical research, these articles first define the definition of the park, and infrastructure related concepts and classification. This analysis combed the infrastructure finance and other related documents and laid the foundation for the following research in this paper. And then expounds the financing characteristic and applicable condition of typical mode of project financing, such as BOT mode, TOT mode, PFI model, PPP mode, BT model and ABS. This paper also analyzes the current situation and the disadvantages of the industrial park infrastructure finance in our country. In order to better choose infrastructure financing model, this paper designs the infrastructure evaluation index system, including4first-level indicators and13 secondary indicators. Then this paper determines the weight of the index. And according to the principle of fuzzy comprehensive analytic hierarchy method quantification build evaluation model of financing mode. On the basis of the above, this paper selects the optimal financing mode and designs the implementation of various kinds of financing mode combined with the actual characteristics of Jinan valley of innovation of science and technology industrial park according to park infrastructure requirements and characteristics, based on the financing of quantification evaluation model. Combined with the research content, this paper proposes financing smooth implementation safeguard measures of the Jinan valley of innovation of science and technology industrial park infrastructure.
