Lushun Technology Innovation Park Infrastructure Project Financing Mode Research

Lushun Science and Technology Innovation Park was founded in2006.With the goal of science and technology innovating, it is intended to be built into a prominent innovation base of Dalian. It will play the significant role in leading local economic development and stimulating job creation. The success of project promotion and necessity condition for industries cluster in Lushun Science and Technology Innovation Park is based on the perfect infrastructure. However, the insufficient fund for infrastructure construction in newly-built development zones is increasingly prominent in recent years and the Chinese government has taken the steps to specify the government’s investment action and issued the relevant forbidden ways for the government investment project to adopt the method that the construction unit may provide the contracting fund instead. Meanwhile, the government also encourages the methods of all kinds of legal funds and the methods that rules and law are not forbidden to invest the government projects. The result is that we are necessarily taking into account that the infrastructure construction in development zone can be completed through equity trading. The thesis is focused on the adjustment for the traditional BT equity trading on the basis of infrastructure construction project in Lushun Science and Technology Innovation Park and combining the theory on equity trading within China and abroad with the research results on public products equity trading theory and is also based on the infrastructure function and orientation analysis in Development Zones in China. Additionally, in the course of transfer for finished construction project, the cost shall be paid off by the operating land expected return of leading project construction in local areas, replacing the method that government pay off the investors’equity trading and construction cost in proportion and by stages. Moreover, the infrastructure construction in Lushun Science and Technology Innovation Park has made satisfactory economic and social benefit by adopting the new BT equity trading and the new BT Equity Trading method is worthy of being recommended to the current situation of infrastructure project development and construction.
