Huian County Quanhui Petrochemical Park Supporting Infrastructure PPP Project Research

PPP model is a major in the field of infrastructure and public service system innovation,since there's influence on the whole society is becoming more and more profound,also effectively promote the public administration to speed up the transformation of public governance paradigm.The PPP model in our country has experienced several times,especially over the past 2014 years,as the economy sustained,supply side of the new normal structural reform deepening,extension and application of PPP model presented a new boom.The PPP project of supporting infrastructure of Huian county Quanhui petrochemical park,which is studied in this paper,is actually a microcosm of China's current round of PPP promotion.The author through the literature research,theoretical review,the related concepts of the PPP model in our country and generalizes the process and characteristics of popularization etc,as well as analysis of collaborative governance theory and analysis model are reviewed,and its applicability of PPP model is analyzed.After,the author using the composite model of collaborative governance,combining Huian county Quanhui petrochemical park of the PPP project operation practice,from local government,park and the industry(including social capital),project management three aspects,analysis summarized the synergy of the PPP project already form;This paper analyzes the problems and deficiencies in the implementation of PPP project from three aspects of "external environment,synergetic motivation and synergetic engine",and the underlying causes of these problems.On the basis of this,the author puts forward the relevant optimization Suggestions of the PPP project based on the combination of theory and practice.First,the author adopts the targeted measures to strengthen the spirit of contract of government departments.Second,we should improve the top-down specialized centers and strengthen the institutional support of PPP development.Third,speed up standardization and information disclosure,and strengthen the benchmark and demonstration effect of the first PPP project;Fourth,we should improve the reasonable risk sharing mechanism,and strengthen the balance and control of risks and benefits.Fifth,actively explore and innovate relevant measures to strengthen the financing guarantee of PPP mode promotion;Sixth,we will carry out professional training and cooperation in multiple channels,and strengthen the knowledge reserve and personnel guarantee.In the conclusion part,also introduced the spring Huian county Quanhui petrochemical industrial park of the PPP project latest progress and future development prospect,and so on and so forth,and this research need to further strengthen and improve the direction of further analysis.
