Water is the basis of human survival, with public welfare, strategic. Gansu Hexi area known as the "Long Yuan barn" say, but because of the shortage of water resources, predatory exploitation and long-term unrestrained, which leads to the contradiction between the supply and demand of water resources is very prominent, water be threatened by growing crises, the deterioration of ecological environment, the tragedy of the Commons on. In the comprehensive construction of well-off society in promoting strategy, water resource is the biggest bottleneck in economic and social development in Hexi region, If we continue to "squeeze" type of development and utilization of water, can only be "quench a thirst with poison", the economic and social development to become "castles in the air". At present, implement the most strict water resources management system of the country, the total amount control of water has become a hard constraint; to supply water from outside the regional water transfer and faced with capital, condition, the short term are not economy in engineering operation and using water. Under the dual constraints, break the bottle neck in the fundamental way to save water. Hexi area has carried on many years practice in the development of water-saving agriculture, but the agriculture water still accounted for the total amount of water used by more than90%, water utilization rate is only52%. Facing the present situation of the development of water-saving agriculture, strategic issues this article will discuss the development of water-saving agriculture in Hexi area, Through the application of a variety of measures, promote water-saving agricultural transformation and upgrading, improving rate and water resources utilization of irrigation water capacity.This paper through the literature retrieval, field survey, study the experiences and practices of foreign advanced water-saving agricultural countries such as Israel, the sustainable development theory, the tragedy of the Commons and the theory of water saving agriculture theory, analysis of Gansu Hexi agricultural water-saving development present situation and the existing problems. Application of the theory of strategic management, through the SWOT method, from the external, internal environment analysis in Hexi area, the development of water-saving agriculture is facing opportunities and challenges, digging their own advantages, to correct shortcomings, and further development of accurate strategic positioning of water-saving agriculture in Hexi area. On this basis, to explore the engineering measures, agricultural measures, management measures, innovative research and development measures of "four in one" way to promote efficient water-saving agricultural construction in Hexi area, hold "water nose", adjusting the structure, improve economic efficiency, promote development, food security, ecological security, economic security, social security, to achieve the win-win situation between sustainable development and sustainable utilization of water resources in the economic society.
